Snr Manager/ Asst. Director/ Snr Asst. Director (Quantum Policy & Strategy Unit)

As quantum technologies emerge as a critical frontier in national development and security, the Quantum Policy and Strategy Unit (QPSU) supports the National Quantum Office in shaping Singapore's quantum ecosystem and strategic positioning.

The unit operates within the broader national framework for emerging technology governance, focusing specifically on quantum technology development and its implications for Singapore. QPSU works closely with various government agencies to ensure coordinated development and implementation of quantum-related initiatives.

You will need to develop comprehensive Whole-of-Government plans for Singapore's quantum future, encompassing critical areas such as achieving quantum technological capabilities, implementing robust quantum security measures, fostering extensive collaborations with private and public sector partners, building a strong foundation of talent and technical infrastructure, and representing Singapore's interests in key global platforms and international engagements. Working alongside existing research and technical capabilities in the quantum ecosystem, particularly with the National Quantum Office and the Centre for Quantum Technologies, you will focus on developing new capabilities in policy formulation and international affairs to ensure Singapore maintains its competitive edge in the quantum domain.

• At least 4 years of experience in policy and strategy development, with proven track record in creating implementation plans
• Experience in geo-strategic policy formulation, particularly in emerging technology domains. Background in quantum technology or cybersecurity is preferred but not essential
• Strong stakeholder management experience across government agencies, industry, and academia
• Demonstrated ability to navigate complex policy environments and drive consensus across multiple stakeholders
• Excellent analytical and strategic thinking capabilities, with ability to operate effectively in ambiguous environments
• Strong written and verbal communication skills, with experience in cross-agency negotiations
