Position Overview
The Senior Engineer – Testing & Commissioning (Electrical) is responsible for planning, coordinating, supervising, and executing testing and commissioning activities for electrical systems, equipment, and installations. The role ensures that all electrical works are installed, tested, commissioned, and handed over in accordance with approved designs, project specifications, applicable codes and standards, safety requirements, and quality procedures.
The position requires strong technical expertise in electrical testing, commissioning methodology, site coordination, troubleshooting, documentation, and team supervision. The successful candidate will work closely with project management, engineering, construction, quality, safety, vendors, subcontractors, and client representatives to achieve safe and timely project completion.
Key Responsibilities
Testing and Commissioning
- Develop and implement project-specific electrical testing and commissioning plans, procedures, schedules, and method statements.
- Review approved drawings, specifications, vendor documentation, equipment data sheets, and commissioning requirements before execution.
- Supervise and perform pre-commissioning, testing, energization, functional testing, performance testing, and final commissioning of electrical systems and equipment.
- Verify the installation, termination, identification, labeling, and readiness of electrical equipment and systems prior to testing.
- Conduct and oversee testing activities for systems such as:
- Low-voltage, medium-voltage, and high-voltage electrical equipment.
- Switchgear, circuit breakers, control panels, distribution boards, and motor control centers.
- Transformers, generators, UPS systems, battery chargers, and battery banks.
- Motors, drives, and electrical power distribution systems.
- Protection, control, metering, and synchronization systems.
- Earthing, bonding, lightning protection, and cable systems.
- Lighting, small power, emergency power, and associated electrical services.
- Review protection and control settings and coordinate testing of protection relays, interlocks, alarms, trips, and control circuits.
- Carry out or supervise insulation resistance, continuity, polarity, earth resistance, cable testing, transformer testing, breaker testing, relay testing, functional checks, and related electrical measurements.
- Verify equipment operation under normal, standby, emergency, and abnormal operating conditions, as applicable.
- Identify faults, investigate root causes, recommend corrective actions, and coordinate rectification and retesting.
- Support system energization and ensure all pre-energization requirements, permits, isolation procedures, and safety controls are in place.
Project Coordination and Site Execution
- Coordinate testing and commissioning activities with construction, engineering, operations, vendors, subcontractors, and client teams.
- Prepare detailed testing sequences and coordinate activities to prevent interface conflicts and delays.
- Monitor site readiness, including completion of installation works, punch-list closure, equipment availability, temporary power, access, and safe working conditions.
- Attend inspection and testing activities with clients, consultants, authorities, and third-party inspectors.
- Provide technical guidance to electrical engineers, technicians, supervisors, and commissioning personnel.
- Supervise subcontractors and specialist vendors to ensure compliance with approved procedures, project requirements, and agreed schedules.
- Track progress against the commissioning schedule and promptly report constraints, risks, delays, and required support.
- Participate in coordination meetings, technical reviews, risk assessments, and commissioning readiness meetings.
Quality, Documentation, and Handover
- Ensure all testing and commissioning activities are performed using calibrated instruments and approved test equipment.
- Review and approve inspection and test plans, checklists, test forms, commissioning records, and equipment-specific procedures.
- Maintain accurate records of test results, readings, settings, calibration certificates, inspection reports, and equipment status.
- Prepare daily reports, progress updates, test summaries, non-conformance reports, punch lists, and commissioning dossiers.
- Review test certificates and verify that results comply with project specifications, manufacturers’ recommendations, and applicable standards.
- Support the closure of outstanding technical issues and ensure proper documentation of corrective actions.
- Compile and submit final testing and commissioning documentation, red-line drawings, equipment records, operation manuals, and handover packages.
- Participate in final inspections, performance demonstrations, reliability runs, and client acceptance activities.
Safety and Compliance
- Promote a strong safety culture throughout all testing and commissioning activities.
- Ensure compliance with electrical safety procedures, permit-to-work systems, lockout/tagout requirements, isolation procedures, and energization protocols.
- Conduct or participate in job safety analyses, toolbox talks, risk assessments, and commissioning readiness reviews.
- Stop or suspend unsafe work and escalate hazards, incidents, and non-compliance to the appropriate project and safety management personnel.
- Ensure testing activities comply with applicable electrical codes, international standards, local regulations, client requirements, and manufacturer instructions.
Key Requirements
Education and Experience
- Bachelor’s degree or diploma in Electrical Engineering, Electrical Technology, or a related discipline.
- Relevant professional experience in electrical testing and commissioning, preferably within industrial, infrastructure, commercial, energy, utilities, or construction projects.
- Proven experience in supervising and executing testing and commissioning activities for electrical systems and equipment.
- Experience coordinating with clients, consultants, vendors, subcontractors, and multidisciplinary project teams.
- Experience leading commissioning teams and managing multiple activities in a site-based project environment.
Technical Competencies
- Strong knowledge of electrical installation, testing, commissioning, energization, and troubleshooting practices.
- Ability to interpret electrical single-line diagrams, schematics, wiring diagrams, control drawings, cable schedules, equipment layouts, and technical specifications.
- Practical knowledge of electrical protection, control, metering, power distribution, earthing, and electrical safety systems.
- Familiarity with electrical testing instruments, including insulation resistance testers, multimeters, earth resistance testers, primary and secondary injection test sets, transformer test equipment, and circuit breaker analyzers.
- Understanding of commissioning procedures for switchgear, transformers, generators, UPS systems, motors, protection relays, control panels, and distribution equipment.
- Ability to analyze test results, identify irregularities, and provide effective technical solutions.
- Proficiency in preparing technical reports, commissioning records, test certificates, and handover documentation.
- Working knowledge of applicable electrical codes, standards, project specifications, and manufacturer recommendations.
- Proficiency in Microsoft Office applications and relevant engineering or commissioning documentation systems.
