The Real Estate Board invites applications from suitably qualified persons to fill the following post that is to be assigned to the upcoming Real Estate Authority of Jamaica (REAJ):


Manager, Human Resource Management (Level 9)

Vacant Post – Three-year contract

Salary Range: $6,333,301 – $8,517,586 per annum



Job Summary


Reporting to the Senior Director, Corporate Services, the incumbent is responsible for leading the human resource management function by initiating strategies, policies, procedures, and other activities directed towards aligning employee performance with the mandate and strategic direction of the entity.

 

 

Key Responsibilities


  • Maintain a strategic overview of the human resource function and make recommendations as necessary.
  • Analyse and forecast manpower supply and demand in the entity and formulate strategic manpower plans.
  • Manage the Performance Review System of the organisation. This includes creating mechanisms for tracking performance and also ensuring that work plans are prepared for all staff in alignment with the operational plan and job descriptions and that interim and final evaluations are completed within specified time frames.
  • Manage the recruitment process by identifying critical vacancies in the organisation and selecting appropriate recruitment strategies which yield the most competent pool of candidates.
  • Manage the selection exercise by creating scoring mechanisms, conducting assessment centres and interviews.
  • Manage the framework of succession planning to identify skills/competency gaps and ensure adequate staffing capacity for the entity.
  • Provide guidance to managers and staff on human resource-related matters, including the dissemination and interpretation of disciplinary procedures.
  • Initiate activities to boost employee morale and motivation.
  • Counsel employees on work-related issues and other concerns impacting their performance or well-being in the workplace.
  • Ensure that the provisions of the entity’s Human Resource Policy and Procedural Manual are upheld and that all staff are made aware of these provisions.
  • Establish an Occupational Health and Safety Policy and contribute to the preparation of disaster management plans.
  • Represent the Authority at external meetings, conferences and other forums pertaining to human resource management.
  • Conduct job analysis and job evaluation periodically to determine job worth and facilitate maintenance of an equitable classification and compensation system.
  • Liaise with the Ministry of Finance regarding the operation, creation, reclassification, upgrading and abolition of posts.
  • Facilitate orientation for new employees and annual induction programmes for existing staff.
  • Conduct annual training needs analysis to identify performance gaps and determine training needs.
  • Conduct internal training exercises as necessary and make logistical and administrative arrangements for external training interventions.
  • Ensure the preparation of an annual training plan and budget.
  • Conduct sensitization sessions for staff regarding organisational changes and other relevant matters.
  • Ensure that employee files and general files are kept current and within proper records management parameters.
  • Oversee the processes relating to employee benefits, including leave, health care, pension, life insurance, and lunch tickets.
  • Manage the employee separation process (termination, redundancy, retirement, etc.).
  • Undertake payroll-related functions.

 

Management/Administrative Responsibilities


  • Disseminate information to staff regarding human resource activities.
  • Develop and generate periodic and ad hoc performance reports and analyses of human resource activities to inform planning and decision-making and for dissemination to the Ministry of Finance and other key stakeholders.
  • Keep abreast of current and emerging HR trends and best practices to support continuous improvement in the services provided and the overall development of human capital within the Authority.
  • Provide technical guidance to managers on human resource matters/policies.
  • Elicit cooperation from and provide support to internal partners.

Minimum Education & Experience


  • Postgraduate training in Human Resource Management.
  • A First Degree in Management Studies, Public Sector Management, Human Resource Management, or equivalent qualifications.
  • A minimum of five (5) years’ experience in human resource management at a managerial level.
