Billing / MIS / EMD Recovery Executive

Role Overview

Monarch Surveyors and Engineering Consultants Ltd. is seeking a detail-oriented Billing / MIS / EMD Recovery Executive within the Sales function to support timely billing, revenue realization, and management reporting, with specific focus on Railway and PSU consultancy projects.

This role is critical to addressing urgent Railway / Road/ Municipal Corporation billing requirements, enabling the Sales team to accelerate invoicing across projects and improve revenue realization and cash flows.

Key Responsibilities

Client Billing & Revenue Realisation

· Prepare and process client invoices in line with LOAs, contracts, amendments, and billing milestones.

· Coordinate closely with Sales and Project teams to ensure timely billing of completed and near-completion works, especially for Railway consultancy projects.

· Track billed, unbilled, and pending invoices to prevent revenue leakage.

· Address billing observations, clarifications, and documentation gaps through internal coordination.

Railway / Road/ Municipal Corporation & PSU Billing Coordination

· Handle billing documentation, certifications, and clarifications required by Railway and PSU clients.

· Ensure billing compliance with Railway GCCs, consultancy agreements, and payment terms.

· Support Sales leadership by prioritizing billing for projects impacting immediate revenue.

EMD, Security Deposit & Retention Management

· Maintain and monitor records of EMD, bid security, performance security, and retention money.

· Track eligibility and timelines for EMD and retention refunds and initiate recovery actions.

· Coordinate documentation and internal approvals required for refunds and recoveries.

MIS & Sales Reporting

· Maintain accurate project-wise and client-wise billing, EMD, and receivables MIS.

· Prepare periodic MIS reports on:

o Billing status and pipeline

o Outstanding receivables and aging

o EMD / SD / retention pending recovery

· Provide reliable inputs to Sales leadership for forecasting and revenue planning.

Documentation & Compliance Support

· Maintain organized records of contracts, LOAs, amendments, billing schedules, and correspondence.

· Ensure adherence to internal billing controls and documentation standards.

· Support Finance and Audit teams with billing-related data as required.

Desired Skills & Competencies

· Strong understanding of consultancy billing, particularly for Railway and PSU projects.

· High attention to detail with strong follow-up and coordination skills.

· Ability to manage multiple projects and deadlines simultaneously.

· Strong communication skills to work effectively with Sales, Projects, and Finance teams.

· Proficiency in MS Excel (advanced) and MIS / reporting tools.

Qualifications & Experience

· Bachelor’s degree in Commerce, Accounting, Management, or Engineering.

· 2–7 years of relevant experience in billing, MIS, or sales support functions within engineering / infrastructure consultancy firms (mandatory).

· Prior exposure to Railway / Road/ Municipal Corporation / PSU billing environments is strongly preferred.
