Position Overview

The Assistant General Manager – Testing & Commissioning (MEP) will be responsible for planning, coordinating, managing, and overseeing the testing and commissioning activities for mechanical, electrical, and plumbing (MEP) systems across assigned projects. The role ensures that all systems are installed, tested, integrated, commissioned, and handed over in accordance with approved designs, project specifications, applicable codes, safety requirements, and quality standards.

The position requires strong technical leadership, cross-functional coordination, and the ability to manage commissioning activities from pre-commissioning through final handover and closeout. The role will work closely with project management, design, construction, consultants, specialist contractors, vendors, and client representatives to ensure that MEP systems perform safely, efficiently, and as intended.

Key Responsibilities

Testing and Commissioning Management

  • Develop and implement comprehensive testing and commissioning plans, procedures, schedules, and method statements for MEP systems.
  • Lead and supervise the testing and commissioning of mechanical, electrical, plumbing, fire protection, public health, HVAC, building management, and associated MEP systems.
  • Review project requirements, approved drawings, specifications, equipment submittals, commissioning requirements, and applicable statutory standards.
  • Ensure that commissioning activities are properly planned and aligned with construction progress, project milestones, and handover requirements.
  • Coordinate pre-functional checks, inspection and testing activities, functional performance testing, integrated systems testing, reliability testing, and final acceptance testing.
  • Verify that all systems are tested under appropriate operating conditions and that performance meets approved design criteria and contractual requirements.
  • Monitor system integration and ensure effective interaction between MEP services, controls, life-safety systems, and building management systems.

Project Coordination and Execution

  • Coordinate with construction, engineering, quality, safety, planning, procurement, and project controls teams to resolve commissioning-related issues.
  • Manage interfaces between MEP disciplines, civil and architectural works, specialist systems, utility providers, and external agencies.
  • Review commissioning schedules and track progress against planned milestones, identifying delays and implementing recovery measures where required.
  • Participate in coordination meetings, progress reviews, technical workshops, design reviews, and client or consultant inspections.
  • Coordinate with equipment manufacturers, vendors, specialist subcontractors, and testing agencies during testing and commissioning activities.
  • Ensure that work fronts, access, temporary services, consumables, test instruments, manpower, and other resources are available when required.

Technical Review and Quality Assurance

  • Review method statements, inspection and test plans, checklists, testing forms, commissioning procedures, and technical submissions.
  • Ensure that testing instruments and equipment are suitable, calibrated, and available with valid calibration certificates.
  • Verify installation readiness before commencement of testing, including completion of inspections, pressure testing, flushing, cleaning, insulation, labeling, energization, and pre-commissioning checks.
  • Review test results, identify deviations, and ensure that corrective actions are implemented and properly recorded.
  • Ensure compliance with approved drawings, project specifications, manufacturer recommendations, applicable codes, standards, and authority requirements.
  • Support quality audits and ensure that commissioning documentation meets project quality management and handover standards.

Safety and Compliance

  • Ensure that all testing and commissioning activities are conducted in accordance with approved risk assessments, permits, method statements, and safety procedures.
  • Coordinate with the health, safety, and environment team to identify and control hazards associated with energization, pressure testing, confined spaces, rotating equipment, live systems, chemicals, and simultaneous operations.
  • Ensure proper isolation, lockout/tagout, electrical safety, access control, and emergency preparedness during testing and commissioning.
  • Stop or escalate unsafe activities and ensure that corrective measures are completed before work resumes.
  • Maintain compliance with applicable legal, regulatory, environmental, fire and life-safety, and client-specific requirements.

Documentation and Handover

  • Manage the preparation, review, and submission of commissioning records, inspection reports, test certificates, equipment schedules, system records, and performance reports.
  • Maintain commissioning trackers, punch lists, defect logs, test status reports, and progress dashboards.
  • Ensure that non-conformances, incomplete works, outstanding tests, and commissioning observations are monitored through closure.
  • Coordinate the compilation of operation and maintenance manuals, as-built drawings, warranties, spare-parts lists, training records, and asset information.
  • Support client demonstrations, operator training, authority inspections, final acceptance, and project handover activities.
  • Prepare regular reports for project leadership covering progress, risks, constraints, key achievements, and required actions.

Team Leadership

  • Lead, guide, and mentor commissioning engineers, supervisors, inspectors, technicians, and specialist subcontractor personnel.
  • Allocate responsibilities and establish clear accountability for testing and commissioning deliverables.
  • Review team performance and promote a culture of technical excellence, safety, quality, collaboration, and continuous improvement.
  • Provide technical guidance for troubleshooting and support the resolution of complex MEP commissioning issues.

Key Requirements

Education and Professional Background

  • Bachelor’s degree or diploma in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related MEP discipline.
  • Relevant professional certifications in testing and commissioning, project management, electrical safety, HVAC, fire and life safety, or building systems will be advantageous.
  • Significant experience in MEP construction, testing, commissioning, system integration, or project delivery, including experience in a supervisory or management capacity.
  • Experience managing commissioning activities for large-scale commercial, residential, industrial, infrastructure, healthcare, hospitality, or mixed-use developments is preferred.

Technical Competencies

  • Strong knowledge of HVAC, chilled water, ventilation, electrical distribution, emergency power, lighting control, plumbing, drainage, water supply, fire protection, fire alarm, BMS, and other building services systems.
  • Knowledge of testing and commissioning processes, including pre-commissioning, functional testing, integrated testing, performance verification, and final handover.
  • Ability to interpret MEP drawings, schematics, single-line diagrams, control logic, equipment schedules, specifications, and commissioning documentation.
  • Familiarity with relevant international standards, local authority regulations, manufacturer requirements, and project-specific technical specifications.
  • Proficiency in preparing commissioning plans, procedures, checklists, schedules, reports, and technical correspondence.
  • Strong troubleshooting, analytical, problem-solving, and decision-making skills.
  • Working knowledge of project management, planning, quality control, document control, and construction management processes.
  • Competence in Microsoft Office and commonly used project management, scheduling, document management, and engineering software.
