Sr. Manager - Flight Operations Documentation, EFB and Compliance

Job Position Summary
Own and lead the Flight Operations documentation, EFB and regulatory compliance ecosystem, ensuring that operational requirements are accurately translated into controlled documentation, digital tools and effective implementation.
The role is responsible for maintaining the integrity and currency of Flight Operations manuals and publications, governing the EFB environment, coordinating regulatory approvals and submissions, and driving the operational implementation of regulatory, aircraft, system and process changes.
The role will work closely with Flight Operations, Training, Safety, Standards, Fleet, IT and other stakeholders to ensure that changes are assessed, implemented, communicated and effectively embedded across the operation.
Key Responsibilities
A. Documentation Governance
- Own the end-to-end Flight Operations documentation lifecycle covering drafting, review, approval, publication, amendment, withdrawal and archival.
- Ensure accuracy, consistency, traceability and regulatory compliance across controlled Flight Operations documentation.
- Maintain revision control, master records and document governance standards, preventing conflicting, obsolete or unauthorised instructions.
- Oversee the controlled digital repository, including document access, metadata, version control, backup and audit retrievability.
B. Manuals & Operational Publications
- Lead the governance of Operations Manual Parts A–D and associated policy, procedure and operational manuals.
- Oversee EFB Process Manual, SOPs, checklists, circulars, NOTAM-related operational publications and crew-facing guidance.
- Ensure changes to manuals and publications are appropriately reviewed for operational, regulatory and training impact.
- Establish standards for clear, concise and operationally usable crew documentation.
C. Regulatory Compliance & Approvals
- Coordinate Flight Operations regulatory submissions, DGCA requirements, Operations Specifications and operational approvals.
- Maintain an effective regulatory compliance matrix and monitor regulatory changes relevant to Flight Operations.
- Assess the operational and documentation impact of new or revised regulatory requirements and coordinate implementation.
- Coordinate responses to regulatory audits, findings and observations and monitor corrective actions through closure.
- Ensure regulatory commitments and approval conditions are appropriately reflected in operational documentation and processes.
D. EFB Governance & Digital Enablement
- Own the Flight Operations EFB governance framework, including approved hardware, applications, operating systems, MDM and configuration control.
- Ensure EFB compliance, operational suitability, security/interface requirements, contingency arrangements and associated records.
- Lead the evaluation, trial, UAT and implementation of new EFB applications and other Flight Operations digital solutions.
- Establish requirements, assess operational risk, coordinate vendor implementation and conduct post-implementation reviews.
- Drive continuous improvement and digitalisation of Flight Operations documentation and information delivery.
E. Operational Change & Implementation
- Establish and manage the Flight Operations documentation and operational change-control process.
- Assess the impact of regulatory, aircraft, software, procedural and operational changes across documentation, EFB, training and implementation requirements.
- Coordinate with relevant Flight Operations and cross-functional stakeholders to ensure changes are implemented in a controlled and timely manner.
- Ensure implementation is supported by appropriate communication, training inputs and operational guidance.
- Monitor implementation effectiveness and identify gaps requiring further action.
F. New Aircraft & Fleet Induction
- Lead documentation and EFB readiness for new aircraft and fleet inductions.
- Coordinate checklist, manual, EFB configuration and associated documentation requirements with relevant stakeholders.
- Ensure documentation, digital content and operational approvals are aligned with aircraft induction milestones.
- Maintain appropriate induction records and evidence of readiness.
G. Onboard Documentation & Less Paper Cockpit
- Maintain the onboard documentation inventory and ensure currency and availability of required operational documents.
- Support the continued development and compliance of the Less Paper Cockpit environment.
- Ensure appropriate controls exist for document availability, currency and contingency access.
H. Operational Communication
- Govern the process for issuing controlled operational communications to Flight Crew.
- Ensure communications are accurate, appropriately authorised, traceable and aligned with applicable manuals and procedures.
- Coordinate with relevant stakeholders to ensure important operational changes are communicated consistently across the organisation.
I. Compliance Monitoring & Continuous Improvement
- Identify recurring documentation, compliance and implementation gaps and drive corrective and preventive actions.
- Use audit findings, operational feedback and regulatory developments to identify opportunities for process improvement.
- Develop and monitor relevant KPIs for documentation governance, EFB performance, regulatory compliance and change implementation.
- Promote a culture of document discipline, regulatory awareness and continuous improvement within Flight Operations.
J. Team Leadership
- Lead and develop the Flight Operations Documentation and EFB team.
- Allocate responsibilities, establish performance standards and ensure timely delivery of documentation and EFB activities.
- Develop team capability, succession and cross-functional expertise.
- Provide subject-matter guidance and coaching on documentation, regulatory and digital governance matters.
Desired Qualification / Certifications
- Graduate degree or equivalent professional qualification.
- Strong working knowledge of DGCA regulations and airline operational requirements and approvals.
- Working knowledge of Flight Operations manuals, operational documentation and regulatory compliance processes.
- Familiarity with EFB systems, mobile-device management and digital-document platforms.
- Relevant aviation, regulatory, documentation or project-management qualifications would be advantageous.
Preferred Relevant Work Experience
- Significant experience in airline Flight Operations, operational documentation, regulatory compliance, EFB management or a related aviation function.
- Demonstrated experience managing Operations Manuals and crew-facing operational publications.
- Experience supporting or coordinating regulatory audits, approvals, findings and corrective actions.
- Experience in regulatory change assessment and operational implementation.
- Experience in EFB implementation, software evaluation or digital transformation within an airline environment.
- Experience in new-aircraft induction, project management or cross-functional operational implementation is desirable.
- Prior experience leading a team or managing significant cross-functional workstreams.
