RFQ: Modular Unit Relocation

REQUEST FOR QUOTES (RFQ):

1. Introduction and Background

The Yakutat Tlingit Tribe (YTT) is seeking quotes from qualified contractors to relocate two existing modular housing units from the current site to YTT Garden area near Glacier Bear (Parcel 31157). This solicitation covers relocation services only — rigging, transport, and placement/support sufficient for storage at the destination. It does not include demolition of the existing concrete pads at the original site, which are being procured separately as construction work, nor does it include installation of any new permanent foundation at the destination, which (if applicable) will also be procured separately as construction work.

YTT has not yet made a final determination on the ultimate disposition (rehabilitation or sale) of either unit. This solicitation addresses relocation only.

Quotes Due: August 31, 2026, at 5:00 PM Alaska Time (15-day minimum period per YTT Procurement Policy §2.2.3, non-construction services)

2. Scope of Work

• Pre-move inspection and documentation of each unit's condition prior to relocation;
• Rigging, lifting, and bracing as needed to safely transport each modular unit;
• Transport of both units from the current site to YTT Garden area near Glacier Bear (Parcel 31157). Units are confirmed moveable; only one trailer/mover is currently available, so relocation may occur in two sequential trips;
• Placement and stable support of each unit at the destination as follows: Unit 1 shall be set on pilings or blocks providing stable, level, supportive placement (non-permanent — no poured footings, piers, or foundation system tied to the ground); Unit 2 shall remain secured on the transport trailer. This scope does not include construction of a new permanent foundation for either unit;
  
• Any permits, route clearances, or utility coordination needed to complete the move;
• Post-move condition documentation, noting any damage incurred during transport.

3. Quote Contents

• Company name, contact information, and relevant experience relocating similar structures in rural/remote Alaska;
• Itemized price for relocating each unit and total price for both, per the pricing table below;
• Assumptions and exclusions (e.g., permits, route/utility coordination, weather delays);
• Proposed schedule, including earliest start date and estimated duration for each move;
• Current Alaska Business License and proof of insurance.

4. Procurement Method and Documentation

This procurement is being conducted as a non-construction services solicitation under YTT Procurement Policy §4.3 (Small Purchase Procedures) or §4.5 (Competitive Proposals), as applicable based on total cost, with a minimum 15-day quote period per §2.2.3. If the total cost is expected to exceed $100,000, YTT will proceed instead under the applicable Large Acquisitions process (§4.6) with Tribal Council approval.

YTT will not be responsible for any costs incurred by respondents in preparing a quote.
