RFP: Foundation Demolition

1. Introduction and Background

The Yakutat Tlingit Tribe (YTT) is seeking quotes from qualified construction contractors to demolish and remove the existing two concrete pads at the Downtown YTT Trailer Park 312/306/300 Mallott Ave, 301 High Ave, and 271 Max Italio road sites where two Mods were located. This scope is demolition and removal only; site recompaction and grading are not included and will be addressed separately. Relocation of the existing modular units off these pads is being procured separately and is expected to be complete before this work begins.

This is construction work; per YTT Procurement Policy §2.2.3, a minimum 30-day period is provided for proposal preparation and submission.

It is unclear whether prior settling issues with the existing units were caused by inadequate ground compaction prior to the original foundation pour, or by defects in the foundations themselves. Contractors should note in their quote any observations on subgrade/compaction conditions encountered during demolition, for YTT's information; no recompaction work is included in this scope.

2. Scope of Work

• Demolition and removal/disposal of the existing concrete pads at the original site;
• Documentation of observed subgrade/compaction conditions during demolition, given the unresolved compaction/foundation question noted above;
• Site cleanup upon completion.

3. Quote Contents

• Company name, contact information, and relevant experience with similar demolition/site work in rural/remote Alaska;
• Itemized price per the pricing table below, with total price;
• Assumptions and exclusions (e.g., permits, engineering/geotechnical testing, disposal fees);
• Proposed schedule, including earliest start date (coordinated with completion of unit relocation) and estimated duration;
• Current Alaska Business License and proof of insurance.

4. Procurement Method and Documentation

This is a construction procurement under YTT Procurement Policy. If the total cost is expected to remain at or below $100,000, YTT will proceed under Small Purchase Procedures (§4.3) using the Cost Quote Tabulation Sheet. If quotes received indicate the project will exceed $100,000, YTT will proceed instead under the Competitive Sealed Bid or Competitive Proposals method, with Tribal Council approval required per §4.6 (Large Acquisitions).
