Job Description

We are seeking an engineer for robust, engaging and enjoyable work within the Publics Works organization. The opening will be filled at either an Engineer II or III. In general, this role performs a variety of complex professional, technical, and administrative duties to support the Public Works Department. This position provides engineering reviews of land development application documents including plats, site development plans, traffic impact studies, grading/hydraulic analysis and aids in the implementation of the National Pollutant Discharge Elimination System (NPDES) permitting requirements. Additionally, this position serves as a key liaison for projects funded through the Stormwater Management Program and County Roads Assistance System Program.  The pay range for a Project Engineer II is $38.39 - $57.58 per hour. This individual within this role coordinates the work of other employees but has no supervisory responsibilities.
  • Independently manages and executes technically complex projects and programs including the development of project scopes/budgets, standards and procedures, contracts/agreements, and information for the Board of County Commissioners; provides technical expertise and support to engineering and other staff and stakeholders in area of engineering specialization; coordinates with Senior Engineers to develop and recommend projects for inclusion in the Capital Improvement Program; assists in the development and improvement of the Asset Management Program. 
  • Independently performs, oversees, and/or manages contracts that produce design calculations and completes design of projects requiring engineering specialization and/or final sign-off as the licensed professional engineer; oversees and/or performs drafting and plan productions; prepares and obtains needed permits; participates in engineering studies and completes technical reports to communicate the impact of various engineering projects; provides customer service through responding to inquiries from developers, contractors, consultants and the general public; interprets and explains designs, standards, CIP project goals, and development activities to construction personnel; works through complex design and construction conflicts with consultants, developers, inspectors and contractors; uses engineering judgement to make decisions when multiple options are available for selection. 
  • Works as a lead in coordinating the work of engineering staff and/or leads and supports team members to maximize productivity, facilitates achievement of group and department goals, and encourages continuous improvement in processes; contributes to performance reviews and development plans of team members; conducts and supports technical job-related training programs to a variety of internal stakeholders in a classroom format, in addition to on the job training for team members; functions as a subject matter expert in an area of engineering specialization. 
  • Serves as a resource to internal and external stakeholders; networks with technical professionals through involvement in professional organizations and attending and speaking at technical conferences. 

 

The pay range for a Project Engineer III is $44.45 - $66.67 per hour. This individual within this role coordinates the work of other employees but has no supervisory responsibilities.

  • Directs, manages, and executes multiple technically complex projects and programs including the development of project scopes/budgets, standards and procedures, contracts/agreements, and information for the Board of County Commissioners; provides technical expertise and support to engineering and other staff and stakeholders in area of engineering specialization; develops and recommends projects for inclusion in the Capital Improvement Program; assists in the development and improvement of the Asset Management Program.
  • Independently performs, oversees, and/or manages contracts that produce design calculations and completes design of projects requiring engineering specialization and/or final sign-off as the licensed professional engineer; provides review and approval for projects of less experienced and non-licensed engineering staff; oversees and/or performs drafting and plan productions; participates in a variety of engineering studies and completes technical reports to communicate the impact of various engineering projects; prepares and obtains needed permits; provides customer service through responding to inquiries from developers, contractors, consultants and the general public; interprets and explains complex designs, standards, CIP project goals, and development activities to construction personnel; works through complex or escalated design and construction conflicts with consultants, developers, inspectors and contractors; uses engineering judgement to make decisions when multiple options are available for selection and provides engineering consultation to other engineering staff and/or operation and maintenance staff.
  • Works as a lead in coordinating the work of engineering staff and/or leads and supports team members to maximize productivity, facilitates achievement of group and department goals, and encourages continuous improvement in processes; contributes to performance reviews and development plans of team members; conducts and supports technical job-related training programs to a variety of internal stakeholders in a classroom format, in addition to on the job training for team members; functions as a subject matter expert in an area of engineering specialization. 
 

Job Requirements

Minimum Job Requirements for Engineer II and Engineer III: 

  • Individuals within either the Engineer II or III role must have a Bachelor of Science in Civil Engineering or the equivalent engineering specialty.
  • Education may be substituted for experience.

Preferred Job Requirements for Engineer II: 

  • At least Four (4) years of related infrastructure, construction, design, or project management experience is required. Licensed as a Professional Engineer. Licensing in the state of Kansas may be required based on the assignment. If a Kansas license is required six months will be provided to complete the reciprocity process. Experience may be substituted for education.
  • Education may be substituted for experience.

Preferred Job Requirements for Engineer III: 

  • At least Eight (8) years of related infrastructure, construction, design, or project management experience is required. Experience may be used in lieu of education. Licensing in the state of Kansas may be required based on the assignment. If a Kansas license is required six months will be provided to complete the reciprocity process. 
  • Education may be substituted for experience.

Special Knowledge, Skills, and Abilities: 

  • Attention to detail and Basic Mathematical & Accounting Skills.

     

  • Analytical skills, including research skills, ability to interpret data, ability to conceptualize, ability to analyze information, and ability to write formal recommendations based on findings.
  • Budget-related skills, including advanced accounting, math, and statistics skills.
  • Computer savvy with usage of Microsoft Suite of tools, including Project Management Software
  • Interpersonal and Ability to communicate effectively to individuals and groups, including facilitation
  • Managing multiple concurrent projects in a timely manner meeting deadlines.
  • Public Sector Administration preferred but not required.
