About the Position

Are you experienced in financial administration, entitlement programs, and trust management? Do you enjoy work that combines attention to detail with meaningful public service? The Maricopa County Public Fiduciary is seeking a Financial Eligibility Specialist to support the financial stability and benefit eligibility of vulnerable adults under fiduciary care.

In this role, you will perform financial and entitlement-related functions, including trust and account administration, accounts payable and receivable activities, government benefit coordination, eligibility monitoring and reporting, and Social Security Representative Payee responsibilities. Your work helps ensure compliance with federal and state regulations while protecting access to critical income, healthcare, and public assistance programs.

The Financial Eligibility Specialist collaborates with internal staff, County departments, and representatives from agencies such as the Social Security Administration, Veterans Affairs, AHCCCS, ALTCS, and the Arizona Department of Economic Security to obtain, maintain, and monitor benefits and financial resources. Success in this role requires strong analytical skills, attention to detail, sound judgment, and the ability to manage complex financial and eligibility processes accurately and efficiently.

We Require

  • Two years of experience in accounts payable, accounts receivable, financial recordkeeping, or related financial operations, including entitlement processing and/or trust administration
  • High School Diploma or GED
  • Post-secondary education may substitute for the experience requirement on a year-for-year basis

Other Requirements

  • Must possess or have the ability to obtain a valid Arizona Driver’s License by the time of hire
  • Must be able to pass a background check

Job Contributions

  • Monitor account balances to ensure continued eligibility for government income entitlements and compliance with resource threshold requirements.
  • Coordinate, process, and track financial transactions, activities, and related documentation
  • Monitor and prepare accounting/reporting on Special Needs Trusts (SNTs), Income Only Trusts (IOTs), ABLE/Stable Accounts, and other financial arrangements, ensuring compliance with applicable federal, state, and program requirements while preserving eligibility for public benefits
  • Provide guidance and support to department staff and coordinate with entitlement programs and government agencies to facilitate financial processes, benefit administration, and eligibility maintenance
  • Coordinate, apply for, renew, and maintain government entitlement benefits for assigned caseload
  • Perform Social Security Representative Payee duties, including annual reporting, resource monitoring, benefit management, and communication with the Social Security Administration
  • Perform financial operations, including accounts payable, accounts receivable, trust accounting, receipt and disbursement processing, electronic funds transfers (EFTs), and reconciliation of client financial records
  • Develop and maintain effective working relationships with department staff and representatives of state and local agencies
  • Other duties and tasks as necessary to meet departmental needs

Working Conditions

  • Work is performed in an indoor office environment serving an extremely fast-paced fiduciary business. Interruptions, time pressures, a high volume of work, handling multiple or complicated tasks, unscheduled and frequently changing tasks, accuracy, decision making, concentration, vigilance, teamwork, working in close proximity to others, and public contact may be constant occurrences

  • May be required to lift up to 40 pounds from the floor to the waist and up to 30 pounds from the waist to the shoulder

  • May be required to carry, push/pull up to 10 pounds a distance of 20 feet
