The Ontario First Nations Technical Services Corporation (OFNTSC) is a nonprofit organization that provides technical advisory services, training, and capacity development to First Nations communities in Ontario.  By offering a wide range of specialized services and expertise, OFNTSC helps to enhance the quality of life, promote self-sufficiency, and foster economic growth within these communities.


The Engineer In Training (EIT) is tasked with operating under the direct oversight of the Manager of Engineer Services to aid in the Engineering Department's efforts to provide technical advisory services for Ontario First Nations. This involves employing supportive approaches to help Ontario’s First Nations effectively implement engineering planning, design, and project management principles and processes in a cost-efficient manner throughout the entire lifespan of community infrastructure.

 

These tasks must be executed in alignment with the culture and values of OFNTSC while maintaining strict confidentiality.


Responsibilities:

  • Serve as a member of the Engineering Team in the delivery of capital infrastructure projects for First Nations communities across Ontario.
  • Provide technical and administrative support to Engineers and Project Managers throughout planning, design, construction, and commissioning phases.
  • Demonstrate awareness of and respect while working with First Nations communities, government departments, and regulatory agencies.
  • Drafting funding applications and supporting documents for capital projects.
  • Drafting Terms of Reference (TOR) for the procurement of engineering, project management, and construction services.
  • Conduct preliminary review and scoring of proposals in response to call for request for proposals and/or terms of reference.
  • Track and maintain project schedules, budgets, change orders, and design review comments using project management systems.
  • Provide preliminary review of consulting engineering designs for various capital projects;
  • Update and track change orders, budgets and schedules, project team comments on design drawings as well as Project Team comments on preliminary design drawings.
  • Review and summarize available project funding opportunities for First Nation communities;
  • Participate in committees and working groups as a technical resource supporting community infrastructure initiatives.
  • Support site visits, inspections, procurement processes, and documentation control to ensure project quality and compliance.
  • Assist First Nations with defining & obtaining various funding sources (i.e. ISC, CMHC etc.)

 

Qualifications:

  • Bachelor’s Degree in Engineering (Civil, Mechanical, or Electrical) or related Engineering field.
  • Registered as an Engineer-in-Training (EIT) or eligible for registration with Professional Engineers Ontario.
  • Experience supporting capital infrastructure projects such as water, wastewater, roads, or public facilities is an asset.
  • Familiarity with Project Management Software and GIS Software is an asset.
  • Strong understanding of engineering fundamentals and infrastructure project lifecycles (planning, design, construction, commissioning).
  • Ability to interpret engineering drawings, specifications, and technical documents.
  • Strong interpersonal skills with the ability to work respectfully and collaboratively with First Nation communities, consultants, contractors, and government agencies.
  • Strong technical writing, analytical, and organizational skills.


Conditions:

  • Some out-of-town traveling is required through the province of Ontario.
  • Reliable and insured vehicle and valid Ontario Class G driver’s license.
  • Candidate must be a First Nation or Inuit. Proof of eligibility will be required.
