The Ontario First Nations Technical Services Corporation (OFNTSC) is a nonprofit organization that provides technical advisory services, training, and capacity development to First Nations communities in Ontario.  By offering a wide range of specialized services and expertise, OFNTSC helps to enhance the quality of life, promote technical self-sufficiency, and foster economic growth within these communities.


We are seeking a highly motivated and skilled Infrastructure Specialist to join our team at OFNTSC.  Under the guidance of the Director of Operations, the Infrastructure Specialist will play a crucial role in conducting inspections and reviews of new housing, assist and advise clients, and provide First Nation communities with the skills and expertise necessary to manage technical training. This position requires one to two years of related experience, training and/or working knowledge of the Ontario or National Building Code.


These tasks must be executed in alignment with the culture and values of OFNTSC while maintaining strict confidentiality.


Responsibilities:

  • Conduct inspections for CMHC First Nation Housing Programs that include Section 95, Residential Rehabilitation Assistance Program (RRAP), Physical Condition Reporting (PCR), and Code Compliance Inspections utilizing the OBC and NBC and other applicable codes.
  • Conduct inspections of new housing at the five required stages of construction.
  • Review residential floor plans for compliance with applicable building codes and standards.
  • Advise First Nation communities on OFNTSC services, including housing, training, fire protection, and environmental programs.
  • Assist and advise Unaffiliated First Nations with Indigenous Services Canada (ISC) reporting requirements.
  • Support annual and periodic inspections of community facilities and apply the terminology and requirements of the Extended Asset Condition Reporting System (E-ACRS).
  • Provide support and advice on the First Nations National Reporting Guide (FNNRG), contract management and administration, research, and advice on new technology and methods of construction and capacity development.
  • Conduct inspections, condition assessments, and related technical services.
  • Maintain effective relationships with First Nation communities, stakeholders, and federal and provincial agencies.
  • Demonstrate an understanding of appropriate procedures and protocols when working with First Nation communities, government departments, and external agencies.
  • Prepare and maintain a project schedule and project budget.
  • Provide First Nation communities with technical training, hands-on field experience, and capacity-building support.
  • Maintain accurate project records, documentation, and client evaluations.


Qualifications:

  • College Diploma in Civil Engineering, Architectural Technology/Technician, or a related discipline.
  • 1-2 years of relevant experience.
  • Working knowledge or training in the Ontario Building Code and/or National Building Code. Training may be provided to candidates who meet the educational requirements for Building Code Qualification through the Ontario Building Officials Association (OBOA).
  • Construction Experience is considered an asset.
  • Willingness to obtain Government of Canada Security Clearance.
  • Training and/or extensive knowledge in the area of Building Science is considered an asset.
  • Candidate has successfully passed the following Ministry of Municipal Affairs Building Code Examinations: Inspector courses outlined below:
    • General Legal / Processes
    • House
    • Plumbing - House
    • HVAC – House
  • Candidates who have successfully passed the following Ministry of Municipal Affairs Building Code Examinations will be considered an asset:
    • Small Buildings
    • Building Structural
    • Building Services
  • Willingness to participate in additional Building Code training and challenge additional MMAH examinations.
  • Ability to work independently with minimal supervision, effectively balancing field travel logistics with prompt administrative reporting and travel claim submissions.
  • Excellent interpersonal and communication skills, capable of building collaborative relationships on-site and delivering clear, timely inspection feedback.


Conditions:

  • Involves regular travel across the province of Ontario.
  • Reliable and insured vehicle and valid Class G Ontario driver’s license.
