Position Description
Overview
ZemiTek is pursuing an opportunity to support the U.S. Department of State’s Bureau of Consular Affairs, Passport Services Directorate (CA/PPT). CA/PPT oversees passport issuance nationwide, serving U.S. citizens traveling internationally and protecting the integrity of the U.S. passport as proof of citizenship. Its headquarters offices provide leadership, policy guidance, operational oversight, planning, training, records management, and modernization support to passport agencies and centers.
The anticipated contract will provide professional, administrative, analytical, and program management support to these headquarters functions. Contractor personnel will help strengthen daily operations, support informed leadership decisions, and advance initiatives that improve service delivery and organizational performance.
Position Description
ZemiTek seeks experienced Subject Matter Experts (SMEs) to provide specialized technical or functional expertise supporting CA/PPT headquarters operations. Each SME will apply in-depth knowledge within an assigned area to address complex challenges, improve operational efficiency, and support organizational compliance.
Working with program leadership and relevant stakeholders, the SME will assess issues, develop practical recommendations, and support implementation of improvements aligned with mission needs. A central component of the role is producing and reviewing substantive technical documentation that translates complex information into clear, accurate, and actionable guidance.
The successful candidate will combine deep subject knowledge with strong analytical judgment and communication skills. This position requires the ability to evaluate complex information, explain findings to varied audiences, and connect specialized expertise to practical operational outcomes.

This position is contingent upon contract award.
Responsibilities
Anticipated tasks include, but are not limited to, the following:
- Provide specialized technical or functional expertise within an assigned area to support mission requirements, operational efficiency, complex problem resolution, and organizational compliance.
- Assess existing processes, practices, and technical issues to identify gaps, evaluate risks, and recommend practical improvements.
- Analyze complex problems, evaluate potential solutions, and develop recommendations supported by relevant evidence and subject matter knowledge.
- Support implementation of approved improvements, coordinating with stakeholders to clarify requirements and address technical or functional challenges.
- Produce substantive and complex technical documentation, including analyses, reports, guidance, and recommendations that reflect detailed knowledge of the assigned subject area.
- Review technical documentation for accuracy, completeness, clarity, and consistency with applicable requirements, policies, and procedures.
- Communicate findings and recommendations through written products, briefings, and consultations tailored to leadership and operational audiences.
- Collaborate with relevant teams to resolve questions, share specialized knowledge, and support consistent application of guidance and recommended practices.
Qualifications
Required Qualifications
- Minimum of eight (8) years of relevant professional experience.
- Master’s degree in a related field, or twelve (12) years of relevant professional experience.
- Active Secret personnel security clearance.
- Proficient computer skills and in-depth knowledge of relevant software, including Microsoft Word, Excel, PowerPoint, and SharePoint.
- Demonstrated expertise in a technical or functional area relevant to headquarters operations, such as policy, operational analysis, planning, training, records management, or modernization.
Preferred Qualifications
- Experience developing and reviewing complex technical documentation for federal programs or similarly structured organizations.
- Demonstrated ability to translate specialized knowledge into practical recommendations and operational improvements.
- Experience assessing processes and supporting compliance with applicable policies, procedures, and organizational requirements.
- Strong analytical, research, technical writing, and stakeholder communication skills.
