Overview
ZemiTek is pursuing an opportunity to support the U.S. Department of State’s Bureau of Consular Affairs, Passport Services Directorate (CA/PPT). CA/PPT oversees passport issuance nationwide, serving U.S. citizens traveling internationally and protecting the integrity of the U.S. passport as proof of citizenship. Its headquarters offices provide leadership, policy guidance, operational oversight, planning, training, records management, and modernization support to passport agencies and centers.
The anticipated contract will provide professional, administrative, analytical, and program management support to these headquarters functions. Contractor personnel will help strengthen daily operations, support informed leadership decisions, and advance initiatives that improve service delivery and organizational performance.
Position Description
ZemiTek seeks an experienced Program Manager (PM) to lead personnel and oversee task delivery supporting CA/PPT headquarters operations. The PM will translate program objectives into coordinated execution, aligning staff, resources, and management practices to meet contractual requirements and schedule, budget, and quality expectations.
This role combines program oversight with active workforce leadership, stakeholder coordination, and risk management. The PM will establish clear priorities, monitor performance, and address issues before they disrupt delivery. Applying quality management systems and ISO 9001 standards, the PM will promote consistent execution while encouraging collaboration, innovation, and practical improvements.
The successful candidate will bring sound management judgment, strong communication skills, and demonstrated experience guiding complex programs from planning through completion. This position requires a proactive leader who can balance competing demands, hold teams accountable, and sustain responsive, high-quality service as requirements evolve.

Responsibilities
Anticipated tasks include, but are not limited to, the following:
- Plan, execute, and monitor assigned tasks from inception through completion, establishing objectives, milestones, resource requirements, and delivery schedules.
- Oversee program performance to ensure work meets contractual requirements and established schedule, budget, quality, and operational standards.
- Coordinate priorities, deliverables, and dependencies with cross-functional teams, Government stakeholders, and other relevant personnel, maintaining effective professional relationships and collaboration.
- Organize work groups, assign staff schedules and responsibilities, and adjust resources to meet workload and delivery needs.
- Supervise, coach, and motivate personnel; conduct performance reviews, identify training needs, and establish clear expectations and accountability.
- Review work products and performance discrepancies, document concerns in writing when appropriate, and coordinate corrective actions through resolution.
- Communicate and enforce applicable organizational policies, standards of conduct, and procedures, ensuring personnel understand program goals and their responsibilities.
- Coordinate with recruitment and management teams to support timely vacancy filling and maintain workforce continuity.
- Apply quality management systems and ISO 9001 standards to maintain consistent processes, documented controls, and effective quality oversight.
- Identify program risks, develop mitigation strategies, and resolve operational and personnel issues with minimal disruption to ongoing activities.
- Prepare and submit daily reports, required deliverables, management and personnel reports, and performance data to support internal and Government monitoring, oversight, and performance measurement.
- Present formal and informal briefings and participate in meetings, conference calls, and video conferences to communicate progress, risks, resource needs, and recommended actions.
- Promote innovation and continuous improvement by evaluating performance trends, staff feedback, and lessons learned and implementing practical service delivery improvements.
- Ensure contractor personnel adhere to applicable internal controls, standards of conduct, Privacy Act requirements, and procedures for safeguarding personally identifiable information (PII).
- Coordinate with recruitment and management teams to ensure personnel assigned to the program meet position qualifications and maintain the technical proficiency and professional standards required for successful performance.
- Serve as a management liaison with designated Department of State personnel, coordinating operational concerns, responding to performance feedback, and following through on agreed actions.
Qualifications
Required Qualifications
- Minimum of eight (8) years of specific experience as a Program Manager.
- Master’s degree in a related field, or twelve (12) years of relevant professional experience.
- Project Management Professional (PMP) certification.
- Active Secret personnel security clearance.
- Robust understanding of quality management systems and demonstrated proficiency in applying ISO 9001 standards.
- Advanced proficiency in Microsoft Office applications, including Excel, Word, Outlook, and PowerPoint.
Preferred Qualifications
- Experience managing federal professional services programs involving multiple functional teams and stakeholders.
- Demonstrated success supervising personnel, coordinating workloads, and maintaining consistent performance across concurrent assignments.
- Experience developing risk mitigation strategies and resolving delivery issues with minimal operational disruption.
- Experience using performance measures, corrective actions, and lessons learned to improve program outcomes.
- Demonstrated ability to manage schedules, resource requirements, and budget constraints while maintaining service quality.
- Familiarity with Department of State operations, consular programs, or headquarters-level administrative and program support.
- Strong leadership, stakeholder communication, analytical, and problem-solving skills.
