Position Description

Overview 

ZemiTek is pursuing an opportunity to provide comprehensive professional, administrative, analytical, and program management support to the U.S. Department of State’s Bureau of Consular Affairs, Passport Services Directorate (CA/PPT). CA/PPT is responsible for overseeing passport operations nationwide, supporting the timely and secure issuance of U.S. passports, protecting the integrity of passport services, and advancing operational improvements across its headquarters offices, passport agencies, and centers. 

The anticipated contract will support approximately 200 personnel across multiple functional areas, including program management and oversight, project coordination, operational support, data analytics, training and development, and performance reporting. Successful execution requires integrated workforce management, consistent service delivery, effective resource allocation, and continuous improvement across a geographically distributed organization. 

Position Description 

ZemiTek seeks an experienced Executive Officer (EO) to provide executive leadership, strategic oversight, and operational direction for a large-scale professional services contract supporting CA/PPT. The EO will serve as the senior contractor representative and primary point of accountability for overall contract performance, workforce management, financial oversight, quality assurance, and customer engagement. 

The EO will lead a multidisciplinary workforce supporting CA/PPT headquarters and regional operations, ensuring that personnel, resources, and management processes are aligned with Government priorities and contractual requirements. This position requires demonstrated experience managing complex federal programs, supervising geographically dispersed teams, implementing performance management systems, and delivering measurable operational improvements. 

The successful candidate will combine strategic leadership with hands-on program oversight, anticipating operational challenges, managing performance risks, and establishing management practices that promote accountability, service continuity, and customer satisfaction. 

Work Location: Washington, DC (primarily onsite) 

Security Clearance: Active Secret clearance required

This position is contingent upon contract award. 

Responsibilities

Anticipated tasks include, but are not limited to, the following: 

  • Provide executive leadership and strategic oversight for the Headquarters Services program, ensuring contract performance aligns with CA/PPT's operational priorities, strategic objectives, and service delivery requirements. 
  • Serve as the primary contractor representative and authorized interface with the Contracting Officer (CO), Contracting Officer's Representative (COR), senior Government leadership, and other designated stakeholders. 
  • Direct program operations across multiple functional areas and locations, ensuring effective coordination, resource allocation, operational efficiency, and consistent delivery of high-quality professional services. 
  • Oversee the recruitment, onboarding, supervision, professional development, and retention of approximately 200 contractor personnel, maintaining a qualified and mission-ready workforce. 
  • Lead and supervise Program Managers, Deputy Program Managers, and other designated personnel, establishing clear performance expectations, accountability measures, and management procedures. 
  • Develop, implement, and maintain the Program Management Plan, Staffing Plan, Communications Plan, and Quality Management Plan to support effective contract execution and continuous improvement. 
  • Oversee contract financial management, including budget planning, labor utilization, resource forecasting, expenditure monitoring, and compliance with contractual requirements. 
  • Establish and implement comprehensive quality assurance and risk management processes, incorporating ISO 9001 principles, performance standards, corrective actions, and continuous improvement methodologies. 
  • Direct the development and use of performance dashboards, key performance indicators (KPIs), and management reporting tools to monitor workforce readiness, financial performance, project milestones, operational risks, and service delivery. 
  • Lead contract transition activities, workforce continuity planning, succession management, and surge staffing strategies to maintain uninterrupted support during personnel changes, workload fluctuations, and evolving mission requirements. 
  • Oversee preparation and timely submission of monthly progress reports, executive briefings, staffing forecasts, and contractual deliverables, providing Government leadership with actionable information and recommendations. 
  • Ensure compliance with Department of State security requirements, personnel clearance procedures, federal regulations, standards of conduct, and policies governing the protection of classified information and personally identifiable information (PII). 

Qualifications

  • Advanced proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams, with the ability to interpret management reports, financial data, and performance metrics. 
  • Strong executive communication, stakeholder engagement, leadership, problem-solving, and decision-making skills. 
  • Experience developing and implementing management plans, quality assurance processes, risk mitigation strategies, and performance measurement frameworks. 
  • Proven ability to manage program budgets, staffing resources, contractual deliverables, and organizational performance requirements. 
  • Demonstrated experience directing complex, multidisciplinary programs involving workforce management, operational oversight, strategic planning, and performance improvement. 
  • Security Clearance: Active Secret personnel security clearance. 
  • Certification: Active Project Management Professional (PMP) certification. 
  • Education: Master's degree in business administration, public administration, management, or a related field, or twelve (12) years of relevant professional experience. 
  • Experience: Minimum of eight (8) years of specific experience as a Program Manager, with demonstrated expertise in risk management, innovation, and quality management systems. 

Preferred Qualifications 

  • Demonstrated success improving operational performance, workforce retention, customer satisfaction, and service delivery under complex federal contracts. 
  • Familiarity with Microsoft Power BI, Microsoft Project, SharePoint, and other tools used for performance reporting, project management, and executive decision support. 
  • Experience managing contract transitions, workforce expansion, surge staffing, and geographically dispersed teams. 
  • Experience implementing ISO 9001:2015 quality management systems, SAFe methodologies, Lean Six Sigma, or other structured process improvement frameworks. 
  • Familiarity with passport services, consular operations, federal administrative processes, or headquarters-level Government operations. 
  • Demonstrated experience overseeing contractor workforces of 100 or more personnel across multiple organizational functions or geographic locations. 
  • Experience managing large-scale professional services contracts supporting the Department of State or other federal civilian agencies.
