About the Position

The Application Development Supervisor oversees the daily operations of the application development team and provides technical leadership for the design, development, implementation, and support of enterprise applications that support the County Recorder's Office. This position is responsible for supervising developers, working with the project management team to manage project assignments and priorities, establishing development standards, and ensuring the successful delivery of secure, reliable, and maintainable software solutions.

In addition to supervisory responsibilities, this position serves as a senior software developer and technical mentor, actively participating in application architecture, software development, troubleshooting, and code reviews. The supervisor works closely with business stakeholders, infrastructure, database, and project management teams to develop innovative technology solutions that improve operational efficiency while maintaining compliance with County policies and industry best practices.

The Maricopa County Recorder’s Office (MCRO) is responsible for maintaining the Maricopa County voter registration records and for administering over elections in partnership with the Maricopa County Board of Supervisors. We Require

  • Five (5) years of related professional-level experience
  • Extensive experience and knowledge of Microsoft Visual Studio, C#.Net, VB.Net, Azure DevOps, WPF, and SQL.
  • Experience in application management lifecycle, including source control, task management, and capacity planning.
  • Experience working with software vendors to communicate the needs of the business and receive appropriate software demonstrations
  • Bachelor’s degree in Computer Science, Information Technology, or other closely related field
  • Other combinations of education and experience may be considered in substitution for the minimum qualifications

Other Requirements

  • Must successfully complete the next scheduled Secretary of State Election Officer Certification
  • Must be eligible to vote in Arizona
  • Must pass applicable background screening

Job Contributions

  • Designs, develops, tests, implements, and maintains complex enterprise applications using .NET Core, Angular, SQL Server, and related technologies. Actively contributes production-quality code while supporting the modernization of legacy applications and systems
  • Supervises the daily operations of the application development team, including assigning work, balancing workloads, establishing project priorities, conducting performance evaluations, mentoring staff, and participating in recruitment, hiring, and employee development
  • Provides technical leadership to the development team by conducting code reviews, establishing software development standards and best practices, mentoring developers, and resolving complex technical challenges
  • Serves as the primary escalation point for critical application issues by performing root cause analysis, implementing corrective actions, and restoring services to minimize operational disruption
  • Collaborates with infrastructure, cybersecurity, database, and project management teams to support application deployments, continuous integration and continuous deployment (CI/CD) pipelines, source code management, and containerized workloads using technologies such as GitLab, Azure DevOps, Docker, and Kubernetes
  • Partners with business analysts, department leadership, and operational stakeholders to gather requirements, evaluate business processes, and develop secure, scalable, and maintainable software solutions that support Recorder's Office operations and statutory responsibilities
  • Establishes and enforces application architecture standards, coding conventions, security controls, quality assurance processes, and testing methodologies to ensure software solutions are secure, reliable, maintainable, and compliant with County, State, and Federal requirements
  • Oversees the design, development, and support of application integrations with internal and external systems, databases, web services, and secure APIs to facilitate efficient data exchange and business processes
  • Develops and maintains technical documentation, including system architecture diagrams, application specifications, deployment procedures, operational guides, and support documentation to ensure knowledge transfer and long-term operational continuity
  • Provides technical support for enterprise applications, including after-hours support, planned maintenance, emergency response, and election-related operational support to ensure system availability during critical business and election events
  • Evaluates emerging technologies, development frameworks, and industry best practices, recommending improvements that enhance application performance, security, maintainability, and development efficiency
  • Performs other related supervisory, technical, and administrative duties as assigned to support the mission and operational objectives of the County Recorder's Office

Working Conditions

Most work is performed in both office and remote work environments.  Employees may be eligible for hybrid work arrangements in accordance with Office policies and operational requirements.  Regular on-site attendance is required to support business operations, meetings, and critical functions. Extensive mandatory overtime during the Primary/General election cycle.
