About this role

Overview

Help us hire the people who build systems that countries run on

We design, build, and run systems that governments and enterprises can't afford to get wrong. That work depends on hiring well. As a Talent Partner, you'll own complex, senior, and multi-location hiring across your business area. You'll advise hiring managers on what the market will and won't give them, and you'll help the Talent Partners around you get better at the job.

What you'll do

You'll run hiring projects that need more than a job post and a shortlist. You'll build the plan, spot risks early, set clear expectations with stakeholders, and deliver on the agreed timeline. Hiring managers will come to you for advice on talent strategy, salary realities, and assessment design, not just pipeline updates. You'll back that advice with data: tracking metrics across your roles, forecasting, and feeding into team reporting.

You'll design selection processes that are structured, fair, and built to assess both the role and the person's longer-term potential. You'll close candidates at senior levels, including through long or complicated processes, by understanding what actually motivates them. And no candidate leaves your process without hearing from us.

You'll also look after the economics of hiring. That means analyzing recruitment costs, estimating agency and vendor spend, and negotiating with suppliers when needed.

What you bring

  • Solid experience in end-to-end recruitment, with a track record of closing high level candidates
  • Experience advising hiring managers as a trusted partner, and influencing decisions with data
  • Strong command of the recruitment toolstack (ATS, CRM, sourcing platforms) and confident, responsible use of AI tools
  • A structured approach to complex problems: finding root causes, weighing options, and fixing what isn't working
  • Good working knowledge of GDPR, anti-discrimination principles, and candidate privacy in AI-assisted hiring
  • Experience coaching or mentoring other recruiters, or a clear wish to do so is beneficial
  • Fluency in English & Estonian, additional European languages are a plus.

What we offer

  • We hire people not only for their skills but also for cultural add. We live by our values: commit to delivering value and results, take ownership, empower yourself and others, and own your future and growth. Besides our professionalism, we like to spice things up with good humor.
  • We care about your growth & development. In Nortal we support constant improvement and knowledge sharing via Learning Hives, external and internal training, dedicated time for self-learning, a mentorship program, and strong 1:1 culture.
  • We prioritize your health & well-being by providing a flexible package for health insurance and sports initiatives.
  • We support your work-life balance and provide flexible working hours. You have the option to work remotely within Estonia or in a hybrid setup from our Tallinn or Tartu office.

Salary range

3200-3800€ gross/monthly (full-time). Final compensation will depend on factors such as relevant experience, role seniority, and skill set.
