About this role

Leidos is seeking a Subject Matter Expert I to support the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO) Center of Excellence supporting Portfolio Governance, Architecture, Data Integration, and DevOps.

 

The Subject Matter Expert I will provide specialized technical expertise to design and integrate systems, develop and maintain architecture artifacts, evaluate solution alternatives, support portfolio and technology governance, and help OJP product teams implement secure, interoperable, accessible, and cost-effective capabilities. The role will bridge business requirements, Customer Experience and Human-Centered Design (CX/HCD), architecture standards, data integration, cloud and Development, Security, and Operations (DevSecOps) practices, and engineering execution in support of OJP digital-service modernization.

  

Primary Responsibilities


  • Design and integrate systems, applications, platforms, application programming interfaces (APIs), data services, and supporting technical capabilities within assigned areas of expertise.
  • Support enterprise, application, data, solution, technical, and business architecture activities and develop architecture diagrams, models, standards, interface definitions, recommendations, and implementation guidance.
  • Administer and maintain approved content within OJP's existing Enterprise Architecture Repository, including content management, user support, architecture-artifact maintenance, and integration support with ServiceNow.
  • Develop and support Alternatives Analyses for IT Demand requests, tools, platforms, and technical approaches using criteria such as business value, user impact, strategic alignment, cost, feasibility, security, accessibility, risk, and operational impact.
  • Develop product, platform, solution, and technology roadmaps and recommendations aligned to OJP current-state and target-state architectures.
  • Support functional data management within ServiceNow Strategic Portfolio Management (SPM), including fiscal calendars, templates, functional metadata, and applicable product, portfolio, demand, project, and change-management information as directed by OJP.
  • Incorporate Customer Experience and Human-Centered Design practices into Business Analysis and requirements-gathering activities so customer needs are reflected in proposed solutions.
  • Support OJP governance forums, including the Portfolio Review Board, Architecture Review Board, Standards Working Group, Engineering Review Board, Product Steering Groups, and other authorized forums, through preparation of advance materials and agendas, meeting facilitation, minutes, action-item tracking, SharePoint posting, and stakeholder communications.
  • Support IT change-management and enterprise IT risk-management activities through analysis, coordination, documentation, tracking, and governance support.
  • Support secure data integration and API architecture using applicable web-service, authentication, authorization, and provisioning standards and coordinate with DIAMD, networking, security, and other OJP product teams as appropriate.
  • Partner with engineering and DevOps teams to incorporate cloud architecture, Infrastructure as Code, compliance-as-code, automated testing, CI/CD, monitoring, resilience, and cost optimization into solution designs.
  • Analyze current-state technologies and identify opportunities to reduce duplicative products, standardize technologies, simplify integration, improve interoperability, and reduce lifecycle cost.
  • Conduct technical research, prototypes, pilots, and code-based proofs of concept involving emerging technologies such as artificial intelligence, machine learning, automation, cloud computing, blockchain, low-code or no-code, and DevOps capabilities.
  • Develop architecture documentation, standards, knowledge articles, case studies, decision materials, roadmaps, and recommendations and communicate them clearly to technical and business stakeholders.
  • Provide coaching and knowledge transfer to OJP stakeholders on architecture, product, Agile, engineering, data-integration, and related technical practices.

 

Basic Qualifications


  • Bachelor’s degree in Computer Science, Information Systems, Engineering, Data Science, Cybersecurity, or a related technical discipline, or equivalent relevant experience, consistent with applicable labor-category requirements.
  • Minimum eight (8) years of progressively responsible experience designing, integrating, architecting, modernizing, or supporting complex enterprise systems.
  • Demonstrated experience supporting ServiceNow Strategic Portfolio Management (SPM) functional capabilities, portfolio or demand-management processes, or comparable enterprise portfolio-management platforms
  • Demonstrated expertise in at least one relevant domain such as enterprise architecture, solution architecture, systems integration, data integration, cloud architecture, DevSecOps, API management, cybersecurity, or platform engineering.
  • Experience developing architecture diagrams, models, interface definitions, technical standards, Alternatives Analyses, roadmaps, and implementation recommendations.
  • Experience supporting system integration using APIs, web services, identity and access technologies, and modern application architectures.
  • Experience translating business and customer needs into technical requirements and solution recommendations.
  • Working knowledge of cloud computing, Agile product delivery, CI/CD, automation, Infrastructure as Code, and secure-development concepts.
  • Strong analytical, facilitation, documentation, and communication skills with the ability to advise multidisciplinary technical and business teams.
  • Must satisfy the citizenship, residency, background-investigation, and Public Trust requirements applicable to the task order.

 

Preferred Qualifications


  • Experience supporting DOJ, OJP, Federal OCIO organizations, or Federal enterprise architecture and governance environments.
  • Experience administering or supporting an Enterprise Architecture Repository, including architecture content management, user support, or integrations with enterprise-management platforms.
  • Experience with one or more relevant platforms such as Azure DevOps, AWS GovCloud, WSO2 API Manager, Jenkins, Ansible, Docker, Splunk, or comparable technologies.
  • Experience supporting architecture review boards, portfolio boards, standards bodies, product steering groups, technology evaluations, or portfolio-rationalization efforts.
  • Experience applying Customer Experience or Human-Centered Design practices to requirements analysis and solution design.
  • Familiarity with artificial intelligence, machine learning, automation, cloud, low-code or no-code, or other emerging-technology evaluation.
  • Relevant architecture, cloud, Agile, DevOps, security, product-management, or API-management training or certifications.

Pay Range:

Pay Range $107,900.00 - $195,050.00
