Job Description:

What’s the role

This role will deliver strategic projects aligned with Lubricants China’s digital transformation and operational excellence goals. Lead medium-to-large projects of moderate-to-high complexity within the Lubricants China portfolio and, if needed, at corporate level, ensuring delivery of business value through disciplined project management and stakeholder engagement.

What you’ll be doing

  • Plan, execute, monitor, and close projects across Lubricants China’s landscape (e.g., Sales Marketing, Supply Chain, Customer Operation).

  • Manage scope rigorously through structured change processes.

  • Develop and maintain stakeholder engagement plans; ensure clear communication across regional and global teams.

  • Create and validate financial forecasts; track resource utilization.

  • Identify and mitigate risks proactively; escalate issues promptly.

  • Ensure compliance with Shell Project Delivery Framework and governance standards.

  • Offer strong leadership to both the internal team and external vendors, mentor junior staff members, and take necessary action when performance falls outside of agreed limits.

What you bring

  • Bachelor’s degree in Engineering, Business, or related field.

  • 8+ years in project management with exposure to complex, multi-stakeholder environments.

  • Proven experience in managing sizeable teams (Typical project size: 10-20 FTE) and large budgets (>$2m).

  • Strong skills in financial management, including budgeting, forecasting, and cost control.

  • Leadership of interdependent and virtual teams deliver results through others.

  • Comprehensive end-to-end delivery expertise encompassing RFI/RFP processes, project scoping, team formation, requirements definition, design, build, and transition to support.

  • Virtual team management experience as well as global partnership experience.

  • PMI/PMP certification preferred.

  • Excellent communication and influencing skills; ability to work in a matrix organization.

  • Proficiency in English (spoken and written).

  • Strong collaboration mindset.

  • Ability to navigate ambiguity and drive results.

Changbei Project produced 3 billion cubic meters of natural gas in 2008, contributing a green 2008 Beijing Olympics. The production reached 3.3 billion in 2009 and continued for 12 consecutive years. This annual production of Changbei amounts 17% of the natural gas supply of Beijing in 2019.

  • the world-class CSPC (CNOOC and Shell Petrochemicals Company Limited ) is one of the largest sino-foreign petrochemical joint ventures in China.
