Job Description

The NYC Housing Authority (NYCHA) seeks a qualified and experienced attorney to join NYCHA’s Office of EEO, Fair Housing, and Access Services (EFAS), as part of its EEO and Fair Housing Investigative Unit. EFAS is responsible for investigating all formal complaints of discrimination, sexual harassment, and retaliation filed by employees and residents alike. In addition, EFAS is responsible for the coordination and oversight of employee and resident access services, by managing reasonable accommodation requests and disability-based services, such as for ASL interpretation. EFAS also leads instructor-led trainings at central office and housing developments.

The Senior Attorney Investigator will report directly to the Vice President and EEO Officer of EFAS. This position requires strong writing and analytical skills, and the ability to work productively in a team setting.

Under supervision, with some latitude for independent judgment, responsibilities of the successful candidate will include the following:

- Intake employee and resident complaints of discrimination, sexual harassment, or retaliation.
- Assess complaints and determine appropriate course of actions.
- Conduct internal investigations of EEO and fair housing complaints, including in-person interviews of parties and witnesses at our central office location.
- Draft investigative finding reports.
- Research legal cases, EEO best practices, or other regulations as necessary.
- Assist in other special projects or trainings as needed.
- Maintain organized files in a case management system.
- Provide guidance to employees and managers as needed and work closely with HR on disciplinary matters.

Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
