The Healthcare Career Advancement Program (H-CAP) invites qualified consultants, organizations, and firms to submit proposals to provide program management services supporting H-CAP’s Registered Apprenticeship program.

H-CAP will be accepting RFPs for a consultant to support its Registered Apprenticeship Work. The consultant can work up to 35 hours per week. The hourly rate is $158/hour.

The selected contractor(s) will develop, implement, and strengthen registered apprenticeship programs in healthcare in partnership with labor-management organizations, unions, employers, education providers, workforce boards, and other stakeholders.

1. Background

The Healthcare Career Advancement Program (H-CAP) is a national labor/management organization that promotes innovation and quality in healthcare career education. Our mission is to transform healthcare workforce development and to support highly-trained, highly-valued professionals to better meet the need for quality care in a rapidly changing industry. We are committed to fostering value in healthcare careers, and to helping employers recruit and retain the best-trained professionals, to meet their needs and the needs of our communities. 

H-CAP works with employers, unions, and workers to deploy high-quality training to support the healthcare industry at a time of unprecedented system transformation. These training programs seek to lift up workers, create a pipeline of well-trained staff for employers, and ensure that healthcare continues to fulfill its promise as a primary engine of the economy, both nationally and locally.

Through this RFP, H-CAP seeks a contractor to support its Registered Apprenticeship portfolio, including healthcare-based outreach and recruitment, program development, implementation support, stakeholder engagement, materials development, and related educational activities.

2. Contractor Responsibilities

The contractor will be expected to work closely with H-CAP’s Registered Apprenticeship team, H-CAP leadership, labor-management partners, and affiliated organizations. Work will primarily be conducted remotely, with travel to program sites or national events as needed.

3. Required Services and Deliverables

Partner Education

  • Conduct informational sessions in a variety of formats for various stakeholders.
  • Plan and implement not less than (5) meetings of 10 or more stakeholders who want to learn more about Registered Apprenticeship Programs

Program Development

  • Recruit not less than 25 employers who want to begin new registered apprenticeship programs or expand upon existing programs.
  • Provide support including identifying apprenticeable occupations, creating standards, and working to get standards approved, and
  • Support he creation of multi-employer apprenticeship programs

Communications and Marketing Support

  • Support the creation of materials that support Registered Apprenticeship outreach.
  • Work with H-CAP’s Data and Communications team to amplify Registered Apprenticeship promotional and marketing efforts as directed by H-CAP leadership.

Grant Compliance, Tracking, and Reporting

  • Track deliverables to ensure compliance with grant and contract obligations.
  • Enter accurate and timely data into a variety of tracking systems.
  • Gather data and write reports on progress.

4. Preferred Qualifications and Experience

Industry Contacts and Background

  • Possess deep knowledge and experience working with healthcare employers and stakeholders on workforce development issues
  • Ability to reach out to healthcare care consortia, certifying bodies, industry associations, etc. and connect with them on the need for creating Registered Apprenticeship Programs
  • Knowledge of the healthcare industry and workforce development.
  • Knowledge of Registered Apprenticeship and the Registered Apprenticeship System.
  • Experience with post-secondary education and adult education programs.

Project Management and Coordination

  • A minimum of 5 years of project management experience.
  • Excellent project coordination and organizational skills, with the ability to work independently.
  • Experience working in a fast-paced, multi-stakeholder environment.

Communication and Presentation

  • Strong interpersonal, oral, and written communication skills.
  • Ability and comfort presenting to a variety of audiences using a mix of methods, including virtual and in-person formats.

Labor-Management and Stakeholder Engagement

  • Work experience or familiarity with union or labor-management environments.
  • Existing connections with stakeholders such as healthcare employers, industry associations, unions, labor-management organizations, workforce boards, and education partners.

5. Proposal Requirements

Proposals should include: (1) a cover letter; (2) a resume with description of the proposer’s qualifications and relevant experience; (3) a summary of how the proposer will identify and recruit employers and stakeholders who will commit to starting registered apprenticeship programs; including the amount of hours per week the proposer is able to commit to the project, and (4) references from comparable projects or clients if requested.

6. Evaluation Criteria

H-CAP will evaluate proposals based on demonstrated experience with Registered Apprenticeship, healthcare workforce development, labor-management partnerships, project management capacity, quality of proposed approach, ability to meet deliverables, cost reasonableness, and references.

7. Anticipated Timeline

H-CAP anticipates selecting a contractor following review of submitted proposals and may invite finalists for interviews. H-CAP will accept proposals through September 30, 2026. H-CAP will then review each RFP and selection should be completed by November 15, 2026.
