Superintendent

WE ARE:
The East African Crude Oil Pipeline (EACOP) project
is a Midstream development located across Uganda and Tanzania that includes a
nearshore Marine Storage and Export Terminal (MST). Once completed, the EACOP
Company will operate the East African Crude Oil Pipeline, a 1,443 km long,
electrically heated crude oil export pipeline that transports oil from Kabaale
- Hoima in Uganda, to the Chongoleani Peninsula near Tanga Port in Tanzania for
crude export to the international markets.
JOB DIMENSIONS
The Marine Terminal Maintenance
Superintendent is under authority of the Terminal Manager and for activity
performance under Maintenance and Inspection Leader. He / she manages 9
subordinates and site activities of several maintenance contractors. He / she
is responsible for maintenance and inspection activities for MST perimeter: 1
Marine tanker loading terminal ,1 marine terminal site ,2 Pressure reduction
stations, 1 solar farm & 12 Main Line Block Valve Stations. Line pipe
perimeters is 290 km length.
HSE:
- Adopts and demonstrates exemplary behavior regarding HSEQ rules
& requirements and Company Ethics & “Code of Conduct” policy.
- Participates in the development and implementation of
Environmental management System (EMS) in MST perimeter.
- Permanently checking the safe status of the facilities.
- Editing operational procedures for the routine operation as well
as for the specific operations.
- Participates in the HAZID, HAZOP and Cause Tree Analysis.
- Participates in PTW audits.
- Ensures that all operating procedures used for the operational
discharge are updated.
- Organizes roving routine and on-site visits to check regularly the
operational and safety /environment status of the facility.
- Contributes for the set-up an HSE plan to meet HSE annual target.
Production Operations:
- Ensures the performance / availability of the facilities,
highlight miss-functions, compile relevant data, establish a diagnosis, produce
corresponding report with corrective actions and participate in the
implementation of the agreed plan.
- Prepares periodic or specific reporting of the activities under
his/her responsibility.
- Supervises the preparation of
the PTW dossiers and confirms completeness prior to pass them to RO.
- Highlights mis-function, compiles all relevant documentation,
participates in the establishment of a diagnosis, and enforce agreed corrective
actions.
- Participates in the validation of the 5WLA planning of the site
and provides regular update to the back office for all activities carried out
or under campaign.
- Identifies potential clashes and proposes alternative sequences.
- Identifies the solutions for optimization in terms of HSE,
organization, availability, and maintainability, reduced technical cost.
- Participates to the definition and approve scope of partial or
full field shutdown.
- Approves all the procedures for operation and shutdown
instructions.
- Ensures that production incidents or shutdowns are properly
investigated and signs the associated production reports.
- Identifies possible areas of optimization, potential improvement
to increase equipment availability and cost reduction.
- Enforces the recommendations from the engineering support team and
request assistance from the base as needed.
- Evaluates and participates in the validation of the Site
Modification Request (SMR/RFM); consolidates the technical dossier on
maintenance side.
- Validates the commissioning / re-commissioning of new equipment or
equipment modified; ensure the good management of the punch list after the
hand-over.
Maintenance Operations:
- Participates in budget / Work program preparation for light and
heavy maintenance.
- Reviews and validates all reports related to the maintenance
domain, assuring the quality and relevance of the information transmitted to
the back-office support team.
- Ensures the good management of the FFSD maintenance activity
preparation and its execution.
Quality Assurance:
- Evaluates the performance of the Maintenance service contractor,
ensures that REXs are well implemented for the maintenance plan to be updated.
- Audits and evaluate the
performance of maintenance contractors on site and suggests ways to improve
performance (including specific training courses), Organize multi-discipline
audits of the installation in coordination with Contractor’s discipline managers.
Site Management:
- Builds TEAM environment for MST perimeter.
- Evaluates the personnel working in his team and makes proposals
for their training plan.
- Defines team member objectives.
- Contributes to the training of all personnel under his/her
responsibility.
- Organizes On the Job Training
(OJT) in coordination with the Training Department.
KEY DUTIES AND RESPONSIBILITIES
- Responsible for the maintenance operations carried
out on site.
- Ensures that maintenance activities are performed in
strict compliance with COMPANYs current safety rules and operating procedures
and in accordance with best industrial practices/standard. Thereby guarantee
the quality of the maintenance operations conducted on Site by the Contractor
and outside agents.
- As part of the position, contribute on the
optimization of maintenance in terms of quality, availability, and cost.
- Contributes to HSE performance in line with EACOP
objectives.
- Ensures the Work Packs, Procedures, Permits to
Works, Risk Assessments and Toolbox Talks are correctly drafted by the Support
Entities
- Ensures the main resources of the scopes are
provided in time by the Support Entities
- Ensures the Isolations, Inhibitions, Flushing,
Inerting various scopes are provided.
- Provides input for the Campaign various Planning and
Scheduling
- Provides and Execution Plan and source the
supporting resources (e.g., vessels, scaffolding, HSE supervision).
- Prepares and executes the on boarding process of the
various workforces prior to the execution phases to commence.
- Ensures the Campaign is safely and efficiently done.
- Manages related service contracts to improve
campaign efficiency.
- Contributes to the 2-Year visions of planned
campaigns and the 90-day planning.
- Influences the 90-day planning.
- Influences the 5-week planning.
- Issue T-REX.

QUALIFICATIONS / EXPERIENCE REQUIRED:
Academic Qualifications:
• Bachelor
level or similar
• Proficiency
in oral and written English
• Good
knowledge of CMIMS (Computerized Maintenance & Inspection Management
System).
Experience Required:
• 10-15 years
of experience in Oil & Gas industry or a high potential, 4 years minimum as
site discipline or multidiscipline leader or supervisor.
• Site -multi
sites and multidiscipline planning preparation or activity management
experience.
• Primavera

• Other skills
required: responsibility, natural authority, decision making, good
communication skills, organization, and methods.
