About the Role | Mō te Tūranga

As Property Development Manager, you will shape and deliver developments that support housing, community wellbeing, and the long-term sustainability of the Three Trusts’ property portfolio.

Reporting to the CFO/GM Commercial, you will lead development projects from opportunity identification and feasibility through planning, consenting, procurement, construction, and handover. Across social housing, retirement living, residential, and commercial assets, you will ensure projects are commercially sound, strategically aligned, and deliver positive outcomes for the communities we serve.

This hands-on role requires strategic thinking, commercial judgement, and strong stakeholder management. You will work closely with internal teams, governance groups, consultants, contractors, local authorities, and community partners to move projects from concept to completion while managing risk, budgets, timelines, and quality.

Key Responsibilities | Ngā Mahi

  • Lead property development projects from concept through to completion.
  • Prepare feasibility studies, business cases, budgets and project recommendations.
  • Manage planning, consenting, procurement and construction delivery.
  • Build strong relationships with consultants, contractors, local authorities and community stakeholders.
  • Monitor project performance, budgets, timelines and risks.
  • Prepare reports and updates for leadership and governance groups.

  • Proven experience in property development, construction, capital works or project delivery.
  • Experience in Social Housing Developments, applications for government funding and associated compliance with funding requirements.
  • Strong understanding of New Zealand planning, consenting and development processes.
  • Excellent project management, commercial and financial analysis skills.
  • Experience managing consultants, contractors and multiple stakeholders.
  • Strong communication, relationship-building and problem-solving abilities.
  • A commitment to Te Tiriti o Waitangi, cultural responsiveness and values-led outcomes.
