Ripple Effect is seeking an experienced Project Manager – Public Health to support the U.S. Preventive Services Task Force (USPSTF). This senior‑level role provides strategic and operational leadership for complex scientific and health programs that underpin the development of evidence‑based preventive service recommendations. Serving as a trusted leader within the USPSTF Scientific Resource Center (SRC), the Project Manager leads a multidisciplinary team and manages project strategy, schedules, and budgets. The Project Manager advances operational efficiency and program impact while ensuring quality and compliance. Operating with significant autonomy under senior leadership, this role supports stakeholder engagement, transparency, and continuous improvement.

Responsibilities

  • Program & Technical Leadership: Provide expert guidance on technical and operational approaches for complex scientific and public health programs, including evidence review processes, research methods, data management strategies, meeting cadence, and stakeholder communications, ensuring alignment with USPSTF standards and transparency requirements.
  • Project Planning, Schedule & Financial Management: Develop and manage detailed project plans across multiple concurrent initiatives; oversee scope, schedule, and cost control; lead budgeting and pricing activities; and monitor financial performance to support efficient, high‑quality program delivery.
  • Quality, Compliance & Governance: Ensure technical accuracy, methodological rigor, and quality of deliverables through formal review processes while maintaining compliance with internal policies, federal regulations, and contractual requirements; contribute to the development of operational procedures and governance frameworks.
  • Data Analysis & Reporting Oversight: Oversee data collection, analysis, synthesis, and reporting activities to inform evidence‑based decision‑making, align outputs with strategic goals, and support clear, actionable communication of findings.
  • Communication & Stakeholder Engagement: Develop and deliver strategic communications, presentations, and proposal materials; manage relationships with federal clients, Task Force members, researchers, and partners; and support program visibility and engagement with stakeholders and the public.
  • Team Leadership & Workforce Development: Supervise and support a multidisciplinary team by managing workloads, setting priorities, establishing deadlines, resolving issues, and leading hiring, training, mentoring, and performance management efforts to strengthen team capability and effectiveness.
  • Continuous Improvement & Business Support: Lead the identification and implementation of workflow, process, and efficiency improvements; monitor public health and scientific trends to inform innovation; manage relationships with vendors and partners; and contribute to business development and proposal efforts.

Minimum Education & Experience

  • Bachelor’s degree in public health, health policy, health sciences, epidemiology, or a related field
  • Minimum of 12 years of relevant professional experience (additional education may substitute for experience)
  • At least four (4) years of project management experience supporting complex scientific or public health initiatives
  • At least two (2) years of supervisory or people‑management experience

Basic Requirements

  • Demonstrated experience leading complex scientific or public health projects in regulated or federally funded environments
  • Strong understanding of evidence‑based public health or clinical research processes
  • Proven ability to manage schedules, budgets, and multidisciplinary teams across multiple concurrent projects
  • Excellent communication, documentation, and stakeholder‑engagement skills
  • Strong problem‑solving skills with the ability to operate independently and make authoritative recommendations
  • Intermediate experience with Microsoft Office productivity software and collaboration tools such as Microsoft Teams and SharePoint
  • Strong attention to detail and demonstrated ability to execute instructions.

Skills That Set You Apart

  • Master's or advanced degree in public health, health policy, clinical/translational science, prevention science, epidemiology, or a related field
  • Experience supporting or working with USPSTF, AHRQ, NIH, or other federal public health or research organizations
  • Familiarity with systematic review methods, evidence synthesis, or guideline development processes
  • Experience with literature reviews and horizon scanning, including the use of efficient methods
  • Experience contributing to scientific or public health proposal development and pricing
  • Demonstrated success leading continuous improvement initiatives in scientific or health programs
  • Experience with committee management and engagement with senior scientific or public health leaders
  • Ability to attend occasional in-person meetings and events within the Washington, DC metropolitan area.
