Raytheon Emirates is seeking an In-country Program Director, Global Patriot Programs and to lead the in‑region sustainment and execution reporting to the REL Managing Director. This portfolio encompasses Technical Assistance (including SICO, Fielding Support, Training, and Depot Support), Engineering Services, and the pursuit of follow‑on and new business opportunities.

The Program Leader is responsible for meeting all contractual and financial commitments, upholding Raytheon’s standards of conduct, serving as the in‑country interface to the U.S. Government and customers in United Arab of Emirates, and promoting effective solutions that meet customer needs and support business growth.

This onsite accompanied position will be in United Arab of Emirates for a long-term assignment under a Memorandum of Understanding (MOU) with additional compensation benefits and potential extensions.

International travel within the region is required.

Employment is contingent upon meeting all medical requirements for overseas assignments including comprehensive post-offer medical examination.   

What You Will Do

  • Lead, guide, and mentor project staff to strengthen business, financial management, and project management skills, while fostering effective inter‑ and intra‑team collaboration to grow the team’s capability and capacity.
  • Drive continuous improvement through the design, development, and implementation of initiatives that create efficiencies across the organization.
  • Promote a culture of sharing best practices, information, and collaborative behaviors.
  • Uphold the company’s Code of Conduct, maintaining professionalism, confidentiality, and health and safety standards.
  • Travel domestically and internationally as required to support program execution.
  • Lead a multi‑disciplinary team—including the Program Management Office, CETs, Cross Business Teams (CBTs), and Subcontractors/IOTs—in executing and expanding program scope.
  • Build and maintain effective relationships with U.S. Government stakeholders and customers in the United Arab of Emirates.
  • Develop and implement strategies for planning Follow‑On Sustainment Cases and establishing contract vehicles to bridge potential contract gaps.
  • Manage day‑to‑day program operations and ensure compliance with program management processes, including Export/Import (EX/IM), Earned Value (EV), and Risk & Opportunity (R&O).
  • Oversee the use of disciplined program management tools and processes to ensure adherence to EX/IM, EV, and R&O requirements.
  • Collaborate with senior leadership on program status, strategy, and direction.

Qualifications You Must Have

  • Typically requires a Bachelor’s and a minimum of 14+ years prior relevant experience, or an Advance Degree in a related field and a minimum of 12+ years’ experience.
  • Experience and technical proficiency in the production of complex, large‑scale weapon systems.
  • Background in manufacturing, refurbishment, and/or field operations management.
  • Ability to produce industry‑competitive cost proposals, including Request for Proposal (RFP) analysis, Basis‑of‑Estimate development, risk and opportunity assessment, price‑to‑win strategy, and full proposal review, approval, and submission under tight deadlines.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Bachelor’s degree in program management, business management, contracts, and/or supply chain.
  • PM Level 3 Certification or ability to obtain Level 3 Certification within one year of being in role
  • Experience with other Patriot programs.
  • Experience working with U.S. Government and in-country customers.
  • Experience developing strategies for and/or executing program sustainment efforts such as Technical Assistance, Spares, Depot, Training, and Logistics.
  • Experience in planning, capturing, and/or executing Offset Programs.
  • Recognized thought leader with expertise in execution controls Earned Value Management Systems, Risk & Opportunity, and RLPM).
  • Ability to serve as an effective, collaborative member of an international, cross‑functional team.

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
