About this role

The Program Analyst IV is responsible for improving projects, programs and processes by analyzing data, identifying issues and recommending solutions to enhance efficiency and effectiveness. Develops processes and tools to assist with analytics. Collects data, conducts research, and assists with preparation of project status analysis and reporting. May be asked to present to the project/program lead. May help coordinate efforts to optimize cross-project resources.

ESSENTIAL REQUIREMENTS  

The ability to obtain, maintain and access classified information at the Secret level. 
 

ESSENTIAL DUTIES AND RESPONSIBILITIES  

  • Essential Duties and responsibilities include the following.  Other duties may be assigned. 

  • Shall provide comprehensive programmatic, acquisition, technical, and testing support across the PdD VTS portfolio, assisting in driving project execution, stakeholder engagement, and technical integration from concept through fielding. The contractor shall support financial coordination, tracking planned funding, and evaluating policy or budget impacts.

  • Shall track all programmatic suspenses, taskers, and administrative actions to prevent delays to technical deliverables.

  • Shall maintain a centralized action-item and tasker tracker with 100% suspense accountability, including responsible party, due date, and disposition for each item. The contractor shall provide status to leadership on a recurring basis and shall immediately escalate at-risk suspenses.

  • Shall schedule, prepare read-ahead packages for, and document outcomes (decisions and action items) of program meetings and Government engagements, and shall ensure meeting outputs are captured in the action-item tracker. The contractor shall interface with PM FP, CPE CS, HQDA, OSD, COR/ACOR, foreign customers, and US Embassies.

  • Shall prepare and quality-check official correspondence, taskers, and briefing products IAW AR 25-50 prior to Government leadership review.

  • Shall draft, review, and maintain core acquisition artifacts (SEP, Acquisition Strategies, SOW/SOO/RFPs, P&A/budget estimates, and user manuals). The contractor shall advise during contractor proposal evaluations (technical, management, cost) and compile evaluation reports.

  • Shall organize, version-control, and maintain program documentation and records IAW applicable Department of War records-management policy, ensuring documents are retrievable and audit-ready.

  • Shall directly support Science & Technology (S&T) initiatives, Soldier Touch Points (STPs), technology demonstrations, and developmental/operational testing, travelling as required (up to 25–35%) to test ranges, Combat Training Centers (CTCs), customer installations, annual industry conferences/trade shows (e.g., I/ITSEC), and stakeholder sites for site inspections, form/fit testing, and operational coordination. The contractor shall support technology maturation (TRL/IRL assessments) and integration with Synthetic Training Environment (STE) S&T efforts.

  • Shall identify and recommend coordination, workflow, and administrative process improvements that reduce labor hours, eliminate duplication, or shorten cycle times, and shall document these recommendations in the Monthly Status Report.

EDUCATION AND EXPERIENCE 

Bachelor's degree and a minimum of seven to nine (7-9) years’ relevant experience, or equivalent combination of education/experience.

Regularly exposed to general office and general office machinery noise. May be exposed to warehouse, truck or forklift noise.
