The Procurement Project Manager serves as the central point of contact between estimators, project managers, and vendors—sourcing and validating material pricing during the bid phase, issuing and managing purchase orders once projects are awarded, and tracking deliveries through to completion. This is a newly created role with significant opportunity to shape how procurement processes and systems are built at Potelco going forward.

What You'll Do

Bid-Phase Sourcing and Pricing

  • Serve as the primary point of contact for estimators requesting vendor pricing during the bid phase, gathering scope, quantities, and specifications needed to solicit accurate quotes.
  • Solicit and compare vendor quotes, negotiate pricing and terms, and return validated pricing to estimators in time to support bid deadlines.
  • Re-engage with the construction Project Manager once a project is awarded to validate or refresh pricing before procurement moves forward.

Purchasing and Order Management

  • Collect required submittals, cut sheets, and technical documentation from vendors and route them for approval.
  • Issue and manage purchase orders to vendors, ensuring pricing, terms, and specifications are accurate and complete.
  • Track order status and delivery timelines, and expedite orders as needed to keep projects on schedule.
  • Support emergency and storm response procurement needs, including maintaining relationships with vendors who can mobilize quickly.

Vendor Relationships and Process Development

  • Maintain consistent vendor relationships and pricing across projects, reducing price variance and duplicated effort from project managers and estimators negotiating independently.
  • Partner with Contracts and IT to define requirements for, and help develop, a business application to manage the procurement workflow end to end.
  • Build and refine procurement processes, templates, and vendor lists as the function matures.
  • Other duties as assigned.

What You'll Bring

Minimum Qualifications:

  • Two or more years of experience in procurement, purchasing, supply chain, or a related project coordination role.
  • Demonstrated ability to work independently and self-manage in a newly created, individually staffed function with significant latitude to define how the work gets done.
  • Strong interpersonal skills and the ability to work effectively with estimators, project managers, and vendors who each have different priorities and timelines.
  • Understanding of business processes and workflow design, with the ability to translate a manual process into requirements for a future software system.
  • Strong organizational and follow-up skills to track multiple concurrent quotes, purchase orders, and deliveries.
  • Must be proficient with Microsoft Office suite, with strong Microsoft Excel skills.
  • Must pass mandatory drug and alcohol screening(s).

Preferred Qualifications:

  • Associate’s or bachelor’s degree in supply chain management, business, construction management, or a related field; or an equivalent combination of education and experience.
  • Experience purchasing for electrical transmission, distribution, or underground utility construction projects.
  • Working knowledge of electrical utility materials and equipment, including conductor, transformers, poles, hardware, and PPE.
  • Experience helping design or implement a procurement or ERP business application.

Compensation Range

The anticipated compensation for this position is USD $100,000.00/Yr. - depending on experience and qualifications.
