This W-2 hourly Operations Manager 12 (Clinic Director / Physician) position includes responsibilities that support and coordinate with the following affiliated organizations:

This position is employed by and staffed through Enterprise Management Solutions, LLC (“Company”), which serves as the staffing agency and employer of record for the position. The employee is assigned by Enterprise Management Solutions, LLC to provide services supporting its affiliated organizations in accordance with the duties and responsibilities outlined in this job description.

This role is structured as a 20-hour per week, part-time W-2 position. Day-to-day clinical coordination, scheduling, and operational direction will be managed in accordance with the Company’s staffing structure and applicable organizational requirements. Enterprise Management Solutions, LLC will manage the employee’s employment, onboarding, payroll, HR administration, and applicable employment compliance requirements.

WEEKLY ALLOCATION BY SERVICE FOCUS

  • Medication-Assisted Treatment Physician — Approximately 5% / 1 hour — Lighthouse Behavioral Health Center, LLC
  • Somatic Physician — Approximately 5% / 1 hour — Community Wellness Outpatient Mental Health Center
  • Physician Consultant — Approximately 24% / 4.8 hours — Community Wellness Psychiatric Rehabilitation Program
  • Clinical Director / Physician / Operations Manager 12 — Approximately 26% / 5.2 hours — Community Wellness Primary Care Clinic
  • Physician Services — Approximately 10% / 2 hours — Lighthouse Behavioral Health Center at 1116 E 20th Street LLC
  • Physician Services — Approximately 10% / 2 hours — Lighthouse Behavioral Health Center at 1723 Gwynns Falls Parkway LLC
  • Cross-Program Clinical Coordination — Approximately 20% / 4 hours — Collaboration with Family Nurse Practitioners and Registered Nurses

WORK SCHEDULE

  • Part-time - Tuesday & Thursday, 8 AM to 5 PM; Friday, 8 AM to 12 PM (20 hours per week)


COMPENSATION

Hourly pay ranges from $90.00 to $150.00, commensurate with experience, expertise, verified credentials, and available company budget.

ANTICIPATED TRAVEL

Minimal (approximately 5% of the time). Travel may be required between program sites in Maryland. No additional compensation is provided for travel.

SUMMARY OF POSITION RESPONSIBILITIES

The Operations Manager 12 (Clinical Director/Physician) provides comprehensive primary and integrated healthcare services to individuals enrolled in outpatient behavioral health, psychiatric rehabilitation, substance use treatment, and primary care programs. This role is responsible for performing medical evaluations, managing acute and chronic health conditions, prescribing medications (including MAT when indicated), and coordinating care with interdisciplinary teams.


The Operations Manager 12 (Clinical Director/Physician) supports compliance with applicable COMAR regulations, OHCQ requirements, Maryland Health-General Article provisions, Medicaid requirements, and applicable payer standards while supporting the integration of behavioral and somatic health services. Services may be billed using applicable CPT evaluation and management codes, including 99202–99205 and 99211–99215, when the services meet applicable CPT, documentation, credentialing, Medicaid, Medicare, and commercial payer requirements.


This position plays a critical role in bridging the gap between primary care, mental health, and substance use treatment, ensuring that clients receive safe, person-centered, and regulatory-compliant services.


SCHEDULED DUTIES AND RESPONSIBILITIES

  • Conduct face-to-face medical evaluations, wellness visits, and follow-up care for enrolled clients.
  • Diagnose and manage acute and chronic health conditions; prescribe medications within scope of practice.
  • Perform initial and ongoing MAT evaluations, including induction, stabilization, and monitoring, as needed.
  • Order, review, and interpret diagnostic tests, labs, and urine drug screens.
  • Review, document, and update comprehensive medical histories, including conditions, allergies, communicable diseases, and medications.
  • Develop individualized treatment and follow-up plans, including referrals to primary care providers or specialists.
  • Educate clients and families on disease prevention, wellness strategies, relapse prevention, and safe medication use.
  • Participate in interdisciplinary team meetings, case reviews, and staff trainings.
  • Document all encounters in the EHR (ICANotes) in compliance with COMAR, Medicaid, and payer standards.
  • Support audit readiness, licensing inspections, and quality assurance initiatives


UNSCHEDULED DUTIES AND RESPONSIBILITIES

  • Respond to after-hours emergencies when delegated or on-call.
  • Act as clinical consultant for complex cases requiring coordination with outside providers.
  • Participate in peer reviews, documentation audits, and policy updates.
  • Provide staff coaching and consultation on medication protocols, infection control, and resident safety.
  • Represent the organization in family meetings, licensing reviews, and community partner engagements.
  • Carry out additional duties as assigned by the Medical Director or Operations Leadership


COMPETENCIES AND SKILLS

  • Knowledge of COMAR, OHCQ, CARF, SAMHSA, and DEA regulations.

LEVEL OF EDUCATION / TRAINING / QUALIFICATIONS

  • Active, unrestricted Maryland Board of Physicians license (MD or DO).
  • Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) degree from an LCME- or COCA-accredited medical school.
  • Successful completion of an ACGME- or AOA-accredited residency program in:
    • Family Medicine,
    • Internal Medicine, or
    • Medicine-Pediatrics (preferred depending on population served).
  • Board certification or board eligibility in Family Medicine or Internal Medicine (board certification preferred).
  • Valid DEA registration and Maryland CDS (Controlled Dangerous Substances) registration.
  • Minimum 2–3 years of post-residency clinical experience in:
    • Primary care,
    • Community health,
    • Integrated care, behavioral health, or complex patient populations (preferred)
  • Experience coordinating care with external providers, specialists, hospitals, and pharmacies.
  • Experience with MAT services (buprenorphine, naltrexone, etc.) strongly preferred.
  • Current BLS/CPR certification (ACLS preferred but optional depending on scope).
  • Ability to obtain and maintain professional liability/malpractice insurance.
  • Must be eligible for credentialing with Medicaid, Medicare, and commercial payers.
