Operations Lead (Director)

JASARA PMC is seeking a highly experienced and results-driven Operations Lead to oversee and optimize daily operational activities, ensuring the successful delivery of projects and alignment with organizational objectives. The Operations Lead will provide strategic leadership across project execution, client engagement, team management, and business operations, working closely with senior management and cross-functional stakeholders to drive operational excellence and continuous improvement.

The successful candidate will be responsible for managing client relationships, ensuring high levels of customer satisfaction, and acting as a key point of contact for project and business-related matters. The role will also involve leading and mentoring multidisciplinary teams, fostering a high-performance culture, and ensuring effective resource planning and utilization across multiple projects.

In addition, the Operations Lead will support business growth initiatives by identifying new opportunities, contributing to business development strategies, participating in client presentations and proposals, and strengthening partnerships with key stakeholders. The position requires strong leadership, commercial awareness, communication, and problem-solving skills, with the ability to balance operational priorities while driving organizational growth and long-term success.

• Bachelor's degree in Engineering, Construction Management, Business Administration, Project Management, or a related discipline. A Master's degree is preferred.
• Minimum 20 years of progressive experience in operations, project management, or business leadership roles within the construction, engineering, PMC, consultancy, or infrastructure sectors.
• Demonstrated experience leading large multidisciplinary teams and managing complex projects or portfolios.
• Strong background in client relationship management, stakeholder engagement, and executive-level communication.
• Proven ability to manage operational performance, resource planning, and delivery across multiple projects simultaneously.
• Experience in developing and implementing operational strategies, policies, and continuous improvement initiatives.
• Solid understanding of project delivery methodologies, commercial management, contract administration, and risk management principles.
• Track record of supporting business development activities, including proposal preparation, client presentations, account management, and identifying growth opportunities.
• Strong commercial acumen with the ability to balance operational objectives and business priorities.
• Experience working with government entities, major developers, or giga-projects is highly desirable.
• Excellent leadership, people management, coaching, and mentoring skills with the ability to build and maintain high-performing teams.
• Strong analytical, problem-solving, and decision-making capabilities.
• Exceptional communication, negotiation, and interpersonal skills.
• Proficiency in project management and business reporting tools, including Microsoft Office Suite and relevant enterprise management systems.
• Ability to operate effectively in a fast-paced, dynamic environment and manage multiple priorities.
• Professional certifications such as PMP, PgMP, PRINCE2, PMI-ACP, or equivalent are advantageous.
• Saudi nationals preferred.

Preferred Experience

• Previous experience within a PMC or engineering consultancy environment.
• Experience supporting major infrastructure, mixed-use, hospitality, transportation, or giga-development projects.
• Familiarity with the Saudi Arabian construction market, regulatory environment, and key public-sector stakeholders.
