ORGANISATIONAL CONTEXT

 

ChildFund Myanmar is the representative office of ChildFund Australia – an independent and non-religious international development organisation that works to reduce poverty for children in developing 
communities.     

ChildFund Australia is a member of the ChildFund Alliance – a global network of 11 organisations which assist 
more than 36 million children and their families in over 70 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of
Foreign Affairs and Trade which manages the Australian Government’s overseas aid program.     

ChildFund Australia began working in Myanmar (formerly known as Burma) in 2012, and works in partnership with children, young people, their communities and local institutions to create lasting change, respond to humanitarian emergencies and promote children’s rights. Projects are implemented in partnership with a range of local civil society organizations, and focus on child protection, access to quality education, and increasing youth resilience, both in urban and rural areas. Gender equity, disability inclusion and disaster risk response are mainstreamed all across the activities.



POSITION SUMMARY AND JOB PURPOSE

The National Advisor - Child Protection supports the country program team to deliver effective child protection program by developing the capacity of the country team and the partners. The National Advisor - Child Protection is responsible for the provision of technical support to the country program team in designing, implementing, monitoring and evaluating effective child protection program. The National Advisor - Child Protection reports to the Program Manager. S/he will work closely with other teams as well as partners in Yangon and other areas.


KEY AREAS OF RESPONSIBILITY 
1.    Key area 1: Technical Support
•    Provide technical support to the ChildFund Myanmar team, with a focus on program officers overseeing the child protection projects and other relate projects
•    Provide technical inputs at all stages of the project management cycle, with particular focus on development of project concept notes and proposals.
•    Provide advice to the ChildFund Myanmar team in child protection project risk assessment and management.
•    Support the Monitoring, Evaluation and Learning Manager to design and conduct monitoring and evaluation activities for relevant (child protection) projects.
•    Coordinate/oversight a range of activities within projects designed to empower partners in child protection work.


2.    Key area 2: Capacity Development and Knowledge Management
•    Assess the quality and adapt existing, or develop high quality training modules, activities, and other materials on relevant topics 
•    Design and deliver (a high volume of) trainings directly to partners on topics to support improved quality of child protection projects.
•    Identify, arrange and manage appropriate consultants and external agencies to provide training to ChildFund Myanmar staff and partners.
•    Participate in the ChildFund Australia Community of Practice to share knowledge and experience with Focal points in the region and in other ChildFund Alliance countries.


3.    Key area 3: Policy compliance
•    Act as the focal for policy compliance for child safeguarding and prevention of sexual exploitation, abuse and harassment.
•    With support from the Country Director, ensure the compliance of child safeguarding and prevention of sexual exploitation policies by the country office with regular trainings of staffs and checking in with respective focal persons.
•    With support from the Line Manager, ensure the compliance of child safeguarding and prevention of sexual exploitation policies by the partner organizations with regular trainings and monitoring & support visits.
•    Support local organizations to develop comprehensive child safeguarding policy and prevention of sexual exploitation policy as requested.
•    Manage the case flow from start to close for policy related cases with guidance from the Line Manager and the Country Director.



4. Key area 4: Representation and Relationships

•    Participate in national (and sub-national) level working groups on behalf of ChildFund for the purposes of coordinating and collaborating in child protection with INGOS, LNGOs and relevant actors. 
•    Establish and maintain collaborative relationships with other like-minded NGOs, university departments and key actors.
•    Establish and strengthen collaborative relationships with relavant authorities in project areas.
•    Support the Line Manager and hold delegated responsibility to manage engagements with relevant consultants or external agencies inputting to child protection programming.
•    Regularly engage with the Sydney-based Child Protection Advisor for professional guidance and other technical support.

QUALIFICATIONS & EXPERIENCES
•    Tertiary qualification in social work, psychology, community development or related discipline.
•    Strong technical background in child protection, social work or psychology
•    At least five years of professional work experience at national and sub-national levels in the field of child protection programming
•    Strong experience in developing participatory training curriculum and materials
•    Significant experience in facilitating training, including those with children, and guiding and mentoring others in the area of expertise
•    Ability to communicate clearly and effectively with a range of actors - from government personnel, ChildFund staff (all levels), communities and sector stakeholders
•    High-level of report writing and presentation skills in English and Myanmar


WORKING CONDITIONS & OTHER ESSENTIAL REQUIREMENTS

  • The successful candidate must have the right to work in Myanmar;
  • Adherence to written confidentiality policy/agreement is required;
  • Some local and international travel will be required;
  • Permanent appointment to this position is dependent upon successful completion of a Reference Checks and signing of ChildFund’s child protection policy and procedure code of conduct;
  • In this position you will be required to submit statuary declaration every 2 years or at any other time when required to do so by ChildFund; and
  • Commitment and adherence to ChildFund policies and procedures is required
