Procon Consulting is seeking an experienced Mechanical Engineer to support the Department of Veterans Affairs (VA) on critical infrastructure improvement projects at an active healthcare campus in Alabama. This full-time, onsite position will provide construction period services, project management support, commissioning support, quality assurance, and technical oversight throughout construction execution, testing, commissioning, and project closeout.

Qualifications and Skills

  • Bachelor's degree in Mechanical Engineering from an accredited college or university.

  • Current Professional Engineer (PE) license required.

  • Minimum of six (6) years of experience in mechanical engineering, construction management, construction administration, commissioning, facility infrastructure, or a related field.

  • Demonstrated experience with mechanical building systems and infrastructure, including HVAC, plumbing systems, mechanical utilities, boiler plants, water distribution systems, or similar systems.

  • Experience reviewing construction drawings, specifications, contractor submittals, RFIs, shop drawings, and change proposals.

  • Experience conducting field inspections and providing construction oversight on active construction projects.

  • Strong knowledge of mechanical construction practices, applicable codes, engineering standards, and quality assurance requirements.

  • Ability to identify construction deficiencies and provide sound technical recommendations for corrective action.

  • Strong written and verbal communication skills, including the ability to prepare technical reports and communicate effectively with government personnel, contractors, designers, and project stakeholders.

  • Ability to work effectively in an onsite Owner's Representative role and coordinate multiple technical and project management priorities.

  • Previous Department of Veterans Affairs (VA) project experience is a plus.

  • Healthcare facility construction experience is a plus.

  • Federal agency or Department of Defense (DoD) construction experience is a plus.

  • Experience with utility infrastructure upgrades, plumbing rehabilitation, central energy plants, boiler systems, and commissioning activities is highly desirable.

  • Experience working on occupied healthcare campuses and coordinating construction activities in active medical environments is highly desirable.

Responsibilities and Duties

  • Serve as the VA's onsite technical representative during construction activities, providing mechanical engineering expertise and oversight.

  • Perform daily field inspections to monitor construction progress, workmanship, quality, deficiencies, and corrective actions.

  • Monitor contractor compliance with contract documents, construction drawings, specifications, applicable codes, and established quality requirements.

  • Review contractor submittals, Requests for Information (RFIs), shop drawings, schedules, proposed changes, and other construction documentation for technical compliance.

  • Provide technical oversight and recommendations related to HVAC, plumbing, mechanical utilities, boiler systems, water distribution, and other facility infrastructure systems.

  • Participate in project meetings and coordinate with VA personnel, contractors, design teams, commissioning teams, and other project stakeholders.

  • Assist with project scheduling, cost monitoring, risk management, progress tracking, and project reporting.

  • Identify potential technical or constructability issues and provide recommendations to support timely resolution.

  • Support commissioning activities, including system testing, testing and balancing, equipment startup, functional performance testing, training, and turnover.

  • Review commissioning documentation and assist in verifying that mechanical systems are installed, tested, and operating in accordance with project requirements.

  • Assist with the review of contractor pay applications, project documentation, commissioning reports, punch lists, and closeout packages.

  • Monitor corrective work and verify completion of identified deficiencies and punch-list items.

  • Support project closeout and turnover activities to ensure required documentation, testing, training, and system acceptance requirements are completed.

  • Maintain accurate and organized field records, inspection reports, technical documentation, and project correspondence.
