About this role

Managing Surveyor will oversee cost management, payment reviews, variations, claims and final accounts across multiple infrastructure packages. 

  • Manage the quantity surveying team, ensuring accurate assessments, consistent standards and timely deliverables.
  • Oversee budgets, cost plans, cash-flow forecasts and anticipated final costs, identifying potential overruns and recommending corrective action.
  • Review consultants’ cost estimates, bills of quantities and tender documents for completeness and alignment with the project scope.
  • Support commercial tender evaluations, bidder clarifications and procurement recommendations.
  • Review contractor and consultant payment applications and associated assessments, providing substantiated recommendations within the PMC’s authority and have a robust knowledge of the applicable methods of measurement
  • Assess variations, including scope, quantities, rates, contractual basis and budget implications.
  • Ability  to prepare cost estimates for various project elements.
  • Review the commercial aspects of claims in coordination with the contracts, planning and delivery teams.
  • Monitor the cost implications of design changes, ground conditions, construction sequencing and interfaces between packages.
  • Maintain consolidated payment, variation, claim and commercial risk registers with clear supporting records.
  • Prepare commercial reports highlighting budget performance, forecast final costs, outstanding liabilities and required Client decisions.
  • Coordinate with Modon, consultants and contractors to resolve commercial issues, scope gaps and potential duplicate payments.
  • Support commercial negotiations, final-account reconciliation and contract closeout.
  • Ensure commercial activities comply with project contracts, Client approval procedures and the PMC’s delegated authority.
  • Have strong contractual knowledge and extensive experience in claims procedures, with the ability to assess contractual entitlement and prepare claims and Early Warning Trackers.
  • Bachelor’s degree in quantity surveying, Commercial Management, Civil Engineering or a related discipline.
  • Chartered membership of RICS, or an equivalent recognized professional qualification, preferred. Bachelor’s degree in civil engineering.
  • Strong understanding of FIDIC-based contracts, bespoke consultancy agreements
  • Thorough knowledge of measurement methods, bills of quantities, rate build-ups, cost estimating and infrastructure cost benchmarking.
  • Sound understanding of contractual entitlement, valuation principles, change control and the assessment of supporting evidence for claims.
  • Knowledge of budget management, cash-flow forecasting, contingency management and anticipated final-cost reporting.
  • Understanding of the commercial implications of design changes, package interfaces, ground conditions and construction sequencing.
  • Clear understanding of PMC responsibilities, delegated authority and Client approval requirement
