Job Summary


Sandvik is seeking a Learning & Development Specialist based in Balikpapan. The role delivers and continuously improves learning, competency, and talent development processes that build workforce capability, strengthen compliance, and support current and future business needs. The position partners with managers, employees, HR, EHS, Finance, and external providers to translate business and role requirements into practical development solutions and measurable outcomes. 

 

MAIN RESPONSIBILITIES


  • Coordinate the end-to-end learning and development cycle, including learning needs analysis, annual planning and budgeting, delivery, evaluation, effectiveness review, records management, and continuous improvement.
  • Partner with department heads and managers to identify competency requirements and gaps using job descriptions, competency matrices, performance outcomes, Individual Development Plans (IDPs), business priorities, risk exposure, and compliance requirements.
  • Design, source, coordinate, and evaluate role-based learning solutions using the 70:20:10 approach, including on-the-job learning, coaching, mentoring, job rotation, workshops, e-learning, assessments, and external training.
  • Manage learning programs and pathways for technical, sales, support, leadership, and Product Master development, ensuring alignment with business capability and readiness needs.
  • Coordinate talent management activities, including talent identification, critical-role review, succession planning support, readiness assessment, and follow-up development plans, while maintaining appropriate confidentiality.
  • Manage mandatory, regulatory, customer, EHS, ISO 14001/45001, and SMKP-related learning requirements together with relevant stakeholders; monitor renewals, completion, evidence, and audit readiness.
  • Administer learning processes and data in Workday Learning and other approved platforms; maintain accurate training records, dashboards, competency data, completion status, costs, and supporting evidence.
  • Manage internal and external training logistics, including vendor sourcing and evaluation, proposals, approvals, participant communication, scheduling, facilities, attendance, feedback, effectiveness review, certificates, and payment coordination.
  • Monitor the approved learning budget, provide regular reports and insights on delivery, participation, compliance, effectiveness, skill gaps, and development progress, and recommend corrective actions.
  • Support onboarding by preparing the learning plan and conducting the L&D onboarding session; contribute to other assigned people-development and HR projects where aligned with the role.
  • Build effective cross-functional relationships and provide guidance to employees and managers on development programs, learning policies, career development tools, and available learning resources.
  • Keep current with learning technologies, instructional design practices, workforce capability trends, and relevant industry developments to improve the quality and relevance of learning solutions.

EHS & MOBILITY


  • Work safely and responsibly in line with Sandvik’s EHS Vision of Zero Harm, applicable policies, procedures, ISO 14001/45001, and SMKP requirements.
  • Immediately report unsafe conditions, hazards, incidents, and near misses, and actively participate in EHS learning and improvement activities.
  • Office-based role with regular interaction across departments and travel to operational or customer sites when required.

 

EXPERIENCE & QUALIFICATIONS


  • Bachelor’s degree in human resources, Psychology, Education, Business, Industrial Engineering, or a related discipline; equivalent relevant experience may be considered.
  • 5–8 years of relevant experience in Learning & Development, People Development, Talent Management, or competency development.
  • Practical experience coordinating end-to-end learning programs, vendors, budgets, records, evaluation, and stakeholder communication.
  • Understanding competency frameworks, learning needs analysis, IDPs, adult learning principles, and training effectiveness evaluation.
  • Experience with HRIS or learning management systems; Workday Learning experience is an advantage.
  • Proficiency in Excel, PowerPoint, reporting, and presentation; experience with dashboards or data visualization is an advantage.
  • English proficiency at a level suitable for professional communication with local and regional stakeholders.
  • Understanding of mining, heavy equipment, technical services, or a regulated industrial environment is an advantage.
  • Willingness and ability to travel to operational sites and other business locations as required.
