Job Description

JOB SUMMARY

 

Supports the daily activities at the Landfill, including staff supervision and scheduling, equipment and building maintenance, general housekeeping, and policy enforcement.

 

MINIMUM QUALIFICATIONS

 

Seven (7) years of related experience, of which one (1) year must have been supervisory; OR an equivalent combination of related education and experience.

 

Must possess a Stormwater certification at time of hire or within 90 days of hire.

 

Must possess a valid Class A Commercial Driver’s License (CDL) accepted by the State of Utah at the time of hire. Must possess a current Utah Department of Transportation (UDOT) Medical Card at the time of hire.

 

Must receive a verified negative test result on a mandatory drug test before starting in this position. Will be subject to random alcohol and drug testing. May be subject to post accident and reasonable suspicion alcohol and drug testing.

 

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

 

ESSENTIAL FUNCTIONS

  • Supervises assigned staff which includes hiring, promoting orienting, training, assigning and reviewing work performance, annual work performance appraisals, and discipline.
  • Assists in analyzing operational needs. Recommends, develops, and implements objectives, procedures, and work standards for improvement.
  • Assigns and schedules staff, equipment, and other resources for daily operations.
  • Participates in work of staff under charge as needed to ensure successful and timely completion of the work and continuation of Landfill operations.
  • Manages all activities to ensure compliance and training with all safety, regulatory, environmental, and permit requirements.
  • Oversees equipment and facility maintenance. Recommends equipment replacement.
  • Ensures recycling recovery is conducted properly to maximize contribution to County funds.
  • Assists in the preparation and recommendation of budgets. Monitors operational expenses.
  • Sets priorities to ensure business continuity in the event of disasters, emergencies, and unanticipated needs.
  • Develops and prepares a variety of reports and correspondence.
  • Ensures waste volume reduction plans and procedures are followed.
  • Performs occasional landfill and compost duties in the event of staff shortages.
  • Oversee all safety activities including program development, implementation, training, and aggressive enforcement.

Knowledge of:

  • Ordinances, regulations, policies, and procedures relevant to solid waste transfer
  • Waste materials, their potential dangers, and acceptable methods of transfer
  • Occupational and environmental hazards and standard safety practices
  • Equipment used in daily operations
  • Maintenance requirements of equipment

Skills and Abilities to:

  • Initiate plans and written procedures for the operation of waste transfer facilities
  • Understand, interpret, and carry out written and verbal instructions accompanied by plans, diagrams, or sketches
  • Organize and schedule employees to maximize resources
  • Operate computers and software programs; operate modern office equipment
  • Prepare reports and maintain records
  • Operate equipment and trucks

Additional Information

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

 

Work is performed in both an office and field environment where there is exposure to extreme weather conditions, hazardous materials/wastes, dust, odors, and fumes. Employees walk or stand for extended periods of time, walk over refuse and rough terrain, and bend or stoop repeatedly.

 

IMPORTANT INFORMATION REGARDING THIS POSITION

 

This position will require work on Saturdays and holidays.
