About the Position

The IT Infrastructure Manager is responsible for the leadership, administration, and continuous improvement of the Recorder's Office enterprise infrastructure and technical support operations. This position oversees the Systems Administration and Help Desk teams and is responsible for the design, implementation, maintenance, security, and support of the County's server infrastructure, storage systems, virtualization platforms, Kubernetes environment, backup and disaster recovery solutions, network-connected systems, and end-user computing devices.

The IT Infrastructure Manager ensures the availability, reliability, performance, and security of technology systems that support the Recorder's statutory responsibilities, including critical election infrastructure. This position plans and coordinates infrastructure projects, system upgrades, technology refreshes, and equipment lifecycle management, working closely with the Application Development team to ensure that infrastructure platforms effectively support enterprise applications and software deployments. The Infrastructure Manager develops operational standards, monitors service delivery and performance metrics, leads disaster recovery and business continuity initiatives, evaluates emerging technologies, and provides technical leadership to ensure secure, resilient, and scalable technology services. This position is responsible for supervising staff, coordinating projects, managing vendors, planning budgets, and maintaining compliance with County, State, and Federal policies, standards, and regulations.

We Require

  • Four (4) years of related experience, with at least two (2) years of experience as a supervisor/lead
  • Bachelor’s degree in Computer Science, Information Technology, or a closely related field
  • Other combinations of education and experience may be considered in substitution for the minimum qualifications.

Other Requirements

  • Must successfully complete the next scheduled Secretary of State Election Officer Certification
  • Must be eligible to vote in Arizona
  • Must pass applicable background screening

Job Contributions

  • Monitors and coordinates the Service Desk queue; prioritizes, assigns, tracks, and follows up on incidents and service requests to support timely resolution and established service expectations
  • Serves as the senior escalation point for complex endpoint, software, access, connectivity, peripheral, kiosk, mobile-device, and end-user technology issues
  • Installs, configures, deploys, maintains, troubleshoots, refreshes, and replaces computers, laptops, mobile devices, printers, scanners, audiovisual equipment, peripherals, and related workplace technology
  • Provisions and supports user accounts, Active Directory access, permissions, multifactor authentication, software, devices, and equipment for employees, contractors, temporary staff, and other authorized users
  • Provides hands-on technical support for kiosks and specialized devices, including setup, testing, connectivity, peripheral integration, user assistance, incident response, and coordination with vendors and technical teams
  • Coordinates and provides technical support for elections, public-service events, office moves, equipment deployments, training activities, and other mission-critical operations
  • Documents incidents, resolutions, equipment configurations, asset assignments, troubleshooting steps, known issues, and knowledge articles in accordance with established procedures
  • Identifies recurring incidents, service gaps, equipment issues, and process weaknesses and recommends corrective actions or improvements to the Infrastructure Manager
  • Coordinates with systems administration, application support, vendors, project teams, and other technical staff to resolve escalated issues and prepare end-user technology for implementations and releases
  • Provides peer assistance, technical guidance, and knowledge transfer to Help Desk staff without direct supervisory authority

Working Conditions

Most work is performed in both office and remote work environments.  Employees may be eligible for hybrid work arrangements in accordance with Office policies and operational requirements.  Regular on-site attendance is required to support business operations, meetings, and critical functions. Extensive mandatory overtime is required during the Primary/General election cycle.
