Job Description

The HSE Officer is responsible for supporting the implementation, monitoring, and continuous improvement of the company's Health, Safety, and Environmental management system on the drilling rig. The role ensures that drilling and support activities are conducted safely, in compliance with company policies, applicable legislation, client requirements, and industry standards.

Key Responsibilities

Health, Safety & Environmental Management

  • Implement and monitor company HSE policies, procedures, and standards onboard the rig.
  • Conduct routine HSE inspections and workplace observations.
  • Identify hazards and ensure appropriate risk controls are implemented.
  • Review and monitor Job Safety Analysis (JSA/JHA), Risk Assessments, and Method Statements.
  • Monitor compliance with Permit to Work (PTW) requirements.
  • Conduct toolbox talks and safety briefings as required.
  • Promote a strong safety culture among all crew members.
  • Monitor compliance with PPE requirements.
  • Conduct safety audits and inspections of work areas, equipment, and operations.
  • Monitor lifting, working-at-height, confined-space, hot-work, and other high-risk activities.

Incident Management

  • Report, investigate, and document accidents, incidents, near misses, and unsafe acts.
  • Assist in determining root causes and recommend corrective and preventive actions.
  • Track close-out of HSE findings and corrective actions.
  • Maintain accurate HSE records and statistics.

Emergency Preparedness

  • Coordinate and participate in emergency drills and exercises.
  • Ensure emergency equipment and systems are inspected and maintained.
  • Support emergency response activities during incidents.
  • Assist in maintaining emergency response plans and procedures.

Environmental Management

  • Monitor waste management and segregation.
  • Monitor prevention and control of oil/chemical spills.
  • Ensure proper storage and handling of hazardous substances.
  • Monitor environmental compliance and report environmental incidents.
  • Maintain relevant environmental records and reports.

Training & Reporting

  • Identify HSE training needs and support the delivery of relevant training.
  • Maintain HSE training and competency records.
  • Prepare daily, weekly, and monthly HSE reports.
  • Conduct safety inductions for new employees and contractors.
  • Participate in management and client HSE meetings.
  • Promote safety campaigns and behavioural safety initiatives.

Qualifications

  • Bachelor's degree/HND in Occupational Health & Safety, Environmental Management, Engineering, Sciences, or a related discipline.
  • NEBOSH, IOSH, or equivalent HSE qualification is highly desirable.
  • Relevant professional HSE certification/membership is an advantage.
  • Minimum 3โ€“5 years of relevant HSE experience, preferably in oil & gas, drilling, marine, or offshore operations.
  • Offshore drilling experience is highly advantageous.
  • Knowledge of applicable HSE legislation, industry standards, and client requirements.
  • Valid offshore safety certification and medical fitness where applicable.
