Position Summary
The HR & Site Services/External Affairs Manager serves as a strategic partner to plant leadership, ensuring the alignment of people strategies with business objectives to enhance organizational effectiveness and workforce performance. The role is accountable for overseeing end-to-end Human Resources operations and acts as the Company's Subject Matter Expert (SME) for Industrial Relations, providing expert guidance and oversight across all business functions, including those beyond the plant environment, while fostering a stable and productive labor environment through effective union engagement, proactive employee relations management, and compliance with applicable labor laws, regulations, and corporate policies.
Working in close collaboration with the Country HR Head and HR leaders across ASEAN, APAC teams, the role ensures consistency in Industrial Relations practices, supports risk mitigation, drives alignment with organizational standards, and facilitates the effective resolution of labor and employee relations matters.
In addition, the role leads site services and external affairs, including General Affairs, government and community relations, to support smooth plant operations, regulatory requirements, and strong stakeholder engagement.

The Role
To lead and manage employee relations at the plant site, ensuring harmonious industrial relations, effective union engagement, and full compliance with labor regulations, while supporting a stable and productive work environment.
To lead and manage HR operations at the plant site, ensuring efficient HR service delivery, compliance with labour regulations, and effective implementation of HR policies and processes to support business continuity and workforce productivity.
To act as a strategic partner to plant leadership by aligning HR strategies with business objectives, driving organizational effectiveness, workforce capability, and employee engagement, while ensuring strong industrial relations and HR excellence at the site. Additionally, provide support to the Country HRBP as a co-business partner for functions outside the plant operations site.
To serve as the Subject Matter Expert (SME) for Industrial Relations (IR) and Employee Relations (ER) matters across all functions within the company, including functions outside the plant operations site (e.g., Commercial and Supporting Functions). Ensure the effective and consistent implementation of the Collective Labor Agreement (CLA) throughout the organization.
To manage and strengthen relationships with government authorities and regulatory bodies to ensure full compliance, smooth plant operations, and effective handling of permits, policies, and external stakeholder engagement.
To build, manage, and maintain positive relationships with local communities surrounding the plant operations, ensuring social acceptance (social license to operate), minimizing conflicts, and supporting sustainable community development initiatives aligned with company values.
Oversee and manage all general affairs functions at the plant site, ensuring efficient administrative support, facility management, security, logistics, and workplace services to enable smooth and compliant plant operations.
Collaborate and coordinate with HR functions at the ASEAN Regional, APAC, and Global levels to ensure alignment between Global HR Strategy and local implementation within the scope of assigned responsibilities.
The Candidate
Bachelor’s degree in Law, Human Resources, Industrial Relations, Psychology or related field from reputable University.
Minimum 5 years of experience in Employee Relations/Industrial Relations, HR Operations, and Business Partner role and must have worked in manufacturing or plant environments.
Minimum 5 years of experience in community relation, government relations, General Affairs, CSR, Facilities Management in industrial or plant operations.
Excellent interpersonal skill, conflict resolution, advance communication skill, negotiation, stakeholder management skill and Advance English communication proficiency is required.
Experience in Leading Collective Labor Agreements (CLA) and union negotiations is essential.
Strong knowledge of Industrial Relation, labor laws, union practices, dispute resolution processes, HR Practises and Processes, local regulation framework, local culture and community dynamics is a must.
Demonstrates a strong and decisive character in resolving issues involving employees at various organizational levels, effectively managing diverse personalities, backgrounds, and cultural differences.
Proven leadership experience in managing cross-functional teams and external stakeholders.
Strong understanding of facility operations, vendor management, and administrative processes.
Ability to work under pressure, manage sensitive issues, and work in complex environments and critical situations.
Understanding ISO system and having ISO certification is a plus.
