What is an Employer of Record (EOR)


An Employer of Record (EOR) is a service provider that allows companies to legally hire and work with employees in foreign countries without establishing their own legal entity in that country. This is made possible through a legal arrangement where the EOR establishes its own legal entity in the country and hires employees on behalf of the client company. This arrangement offers a viable solution for companies that wish to expand their global reach without investing in setting up a legal entity in every country where they operate.

About the Role

As an HR Advisor, you will play a pivotal role in supporting Rippling’s Employer of Record (EOR) service across APAC. You will partner with customers to hire and manage employees across multiple countries, guiding them through the employee lifecycle—from onboarding to off-boarding—while navigating employee relations, claims, and compliance considerations.

This role is regionally scoped rather than country-specific, requiring you to quickly ramp on new countries with the support of internal training and resources. You will be expected to independently research and apply country-specific requirements using Rippling’s internal knowledge base, SOPs, and tools.

Additionally, you’ll collaborate with cross-functional teams to refine workflows for hiring, onboarding, and transitions, ensuring Rippling delivers a seamless, technology-driven HR solution at scale.

Key Responsibilities

Regional HR Advisory Support

  • Provide HR advisory support across multiple countries within a region, ensuring compliance with local labor laws and employment practices.
  • Apply existing frameworks and SOPs to new countries, identifying gaps and escalating risks where needed.

Policy and Procedure Development

  • Draft and implement compliance-driven policies and SOPs across multiple jurisdictions, including leave management, performance management, investigations, terminations, and statutory processes.

Employee Relations and Risk Mitigation

  • Manage complex employee relations issues across countries, including terminations, leave, and regulatory risk scenarios.
  • Assess risk in unfamiliar jurisdictions by leveraging internal resources and guidance.
  • Represent Rippling before relevant government authorities where required, including for labor reconciliation, statutory filings, and compliance-related matters

Workflow and System Setup

  • Partner with product, engineering, and compliance teams to configure and test workflows for hiring, onboarding, transitions, terminations, and statutory benefits across multiple countries.

Customer- and Employee-Focused Support

  • Respond to customer and employee inquiries across a range of countries, delivering accurate and timely guidance.
  • Develop scalable resources (e.g., help center content, templates, policies) to support regional operations.

Knowledge Development and Scaling

  • Rapidly build expertise in new countries using internal documentation, training, and self-directed research.
  • Contribute to improving internal knowledge bases and documentation for broader team use.

Process Optimization

  • Design and refine scalable processes that support regional delivery and reduce country-specific dependencies.

POA Responsibilities

  • Serve as the designated Power of Attorney (POA) for relevant entities, including signing documentation and ensuring compliance with local requirements.
  • Represent Rippling before relevant government authorities where required, including for labor reconciliation, statutory filings, and compliance-related matters

Required Skills and Qualifications

  • 5+ years of HR Advisory, consulting, or internal HR experience in a fast-paced environment.
  • Proven experience supporting multiple countries: Strong knowledge of employment law and HR practices in Malaysia, Singapore, Indonesia and Australia are highly desirable.
  • Proven experience supporting Malaysia, with exposure to employment law, employee relations, and HR processes in other countries will be required for this position.
  • Demonstrated ability to quickly learn and apply HR practices in new countries, including navigating ambiguity and unfamiliar regulations.
  • Strong ability to self-serve and research, leveraging internal knowledge bases, SOPs, and tools to find accurate information.
  • Solid understanding of core HR fundamentals (employee lifecycle, ER, compliance), even if country-specific depth varies.
  • Experience managing employee claims (e.g., leave, disability, workers’ compensation, grievances) in at least one jurisdiction.
  • Proficiency with HRIS systems and comfort navigating multiple tools and workflows.
  • Ability to interpret pay statements, understand payroll basics, and perform simple calculations in multiple countries.
  • Strong project management and organizational skills, with attention to detail and ability to prioritize across multiple countries.
  • Excellent verbal and written communication skills, with a customer-centric mindset.
  • Professional working proficiency in English; additional regional languages are a plus.

Nice to Have

  • Experience supporting HR processes across multiple regions (EMEA, APAC, AMER).
  • Experience in EOR, global mobility, or international HR operations.
  • Experience with benefits and pension administration across multiple countries.
