POSITION OVERVIEW

Finance and Administration Officer 

The Finance & Administration Officer is responsible for supporting the efficient delivery of finance, administration, procurement, and office operations to ensure effective programme implementation and organizational compliance. The role ensures accurate financial processing, statutory compliance, timely financial reporting, sound internal controls, and effective administrative support in accordance with Solidaridad policies, donor requirements, and applicable statutory regulations. The incumbent also supports budget monitoring, grant financial management, procurement processes, asset management, and office administration while contributing to continuous improvement of financial and administrative systems. 


Objective

The Finance Officer assists the Finance team in managing, processing and troubleshooting various accounts and transactions. From time to time the Finance Officer may be required to provide administrative support.


Position in the Organisation

The Finance Officer reports directly to the Regional Finance Manager and works closely with the Regional Senior Finance Manager and the in-country Finance and Administration representatives in the regional office. At the country office level, the Finance Officer works closely with the Country (Projects) Manager, Regional Senior Finance Manager and Regional Finance Manager.


Key Result Areas

1. Financial Management & Accounting

Manage financial transactions, maintain accurate accounting records, perform bank and ledger reconciliations, administer accounts payable and receivable, and ensure compliance with organizational policies, donor requirements, and internal controls.

2. Financial Reporting & Budget Management

Prepare financial and donor reports, support month-end and year-end closing, monitor project budgets, analyse expenditure variances, and provide financial information to support planning and decision-making.

3. Statutory Compliance & Payroll Administration

Support payroll administration, prepare and remit statutory deductions, maintain payroll records, and ensure compliance with applicable tax, labour, and statutory regulations.

4. Procurement, Grants & Asset Management

Support procurement processes, monitor grant expenditure and donor compliance, maintain procurement documentation, manage organizational assets, and ensure effective inventory control.

5. Administration & Office Operations

Coordinate office administration, records management, travel, logistics, facilities, supplier contracts, and office resources to ensure efficient day-to-day operations.

6. Internal Controls, Risk Management & Audit

Maintain effective internal controls, support internal and external audits, identify and report financial risks, implement audit recommendations, and strengthen governance and compliance.

7. Stakeholder Support & Customer Service

Provide responsive financial and administrative support to programme teams, management, donors, vendors, banks, and statutory authorities while maintaining strong professional relationships.

8. Continuous Improvement & Digital Transformation

Drive continuous improvement by enhancing finance and administrative processes, supporting ERP and digital solutions, promoting automation, and strengthening operational efficiency and service delivery.


Education & Professional Qualifications

  • Bachelor's Degree in Accounting, Finance, Commerce, Business Administration, or a related field.
  • CPA (K), ACCA, or an equivalent professional accounting qualification.
  • Membership with ICPAK or another recognized professional accounting body is an added advantage.


Experience

  • Minimum of 3–5 years of progressive experience in finance and administration, preferably within an international NGO or donor-funded environment.
  • Experience in financial reporting, budgeting, and grant financial management.
  • Experience supporting procurement and administration functions.
  • Experience using ERP/accounting systems such as Microsoft Dynamics 365 Business Central, SunSystems, SAP, Oracle, or similar.
  • Good understanding of donor compliance requirements and Kenyan statutory regulations.
