Responsibilities

Position Summary

The Director, Safety Programs is responsible for leading the development, governance, implementation, andoversight of MV Transportation’s enterprise safety programs, policies, standards, procedures, and regulatorycompliance frameworks.

This role serves as the corporate lead for safety program governance, policy administration, SafetyManagement System (SMS) oversight, and regulatory compliance. The position partners across Safety,Operations, Maintenance, Training, Human Resources, Legal, Risk Management, Business Development, andregional leadership to ensure safety programs and policies remain current, compliant, scalable, and consistentlyimplemented throughout the organization.

High-Level Accountabilities• Lead the development, governance, and continuous improvement of enterprise safety programs, standards,policies, procedures, and compliance frameworks.• Serve as the corporate subject matter expert for OSHA, FMCSA, FTA, DOT, and related federal, state, local,client, and company safety requirements.• Establish and maintain a comprehensive governance framework for safety documentation, including policies,standards, procedures, guidelines, forms, manuals, and supporting resources.• Monitor regulatory developments and industry practices, translating changes into corporate policies,compliance requirements, implementation plans, and operational guidance.• Lead enterprise-wide policy review and approval processes, ensuring appropriate stakeholder engagement,document control, version management, and regulatory alignment.• Establish and oversee audit readiness programs, compliance assessments, corrective action governanceprocesses, and regulatory response protocols.• Develop and maintain compliance tools, implementation guides, audit resources, and governance materialsthat support consistent execution across the organization.• Partner with Operations, Maintenance, Training, Human Resources, Legal, Risk Management, and BusinessDevelopment to ensure safety programs and compliance requirements are practical, sustainable, andeffectively implemented.• Support client, regulatory, and business development initiatives through safety program expertise,compliance guidance, policy documentation, and audit readiness support.• Build and maintain strong relationships with internal stakeholders, regulatory agencies, industryorganizations, and client representatives.Typical Deliverables• Corporate safety policies, standards, procedures, and governance documents.• Regulatory compliance frameworks and implementation plans.• Audit readiness programs, compliance assessments, and corrective action tracking systems.• Safety Management System (SMS) governance documentation.• Regulatory monitoring summaries and compliance updates.• Safety program implementation guides, toolkits, and governance resources.• Corporate compliance calendars and regulatory requirement inventories.• Executive briefings, policy recommendations, and governance reports.• Business development safety narratives and compliance support documentation.

Qualifications

Qualifications and Experience

• Bachelor’s degree in Safety, Occupational Health and Safety, Transportation, Business Administration, PublicAdministration, Engineering, Risk Management, or a related field.• Generally, 8 or more years of progressive experience in transportation safety, occupational safety, regulatoryDirector, Safety Programscompliance, policy development, safety program management, or related disciplines.• Minimum of 5 years of leadership experience managing enterprise programs, compliance functions, policygovernance, or safety-related initiatives.• Demonstrated experience developing, implementing, and governing safety programs, policies, procedures,standards, and compliance frameworks.• Demonstrated experience with OSHA, FMCSA, FTA, DOT, and related transportation safety regulations andrequirements.• Experience leading or supporting regulatory audits, client audits, compliance reviews, inspections, andcorrective action management processes.• Experience with Safety Management Systems (SMS), PTASP requirements, safety governance frameworks,and policy administration preferred.• Transportation, transit, fleet, logistics, or other regulated operating environment experience stronglypreferred.• Professional certifications such as CSP, ASP, TSSP, CDS, OSHA, SMS, or similar credentials are preferredbut not required.

• Strong knowledge of safety program governance, policy administration, compliance management, andregulatory oversight.• Ability to interpret complex regulations and translate requirements into practical policies, standards,procedures, and implementation guidance.• Strong project and program management capabilities with the ability to manage multiple enterprise initiativessimultaneously.• Exceptional written communication skills with demonstrated experience drafting policies, standards,procedures, executive reports, and governance documents.• Strong analytical and critical thinking skills with the ability to assess regulatory impacts, compliance risks, andimplementation requirements.• Excellent presentation, facilitation, and stakeholder engagement skills.• Ability to influence leaders and drive alignment across functions without direct reporting authority.• Strong organizational skills with a high level of attention to detail, document control, and governancediscipline.• Proficiency with Microsoft 365, SharePoint, Teams, and enterprise document management systems.• Ability to balance regulatory requirements, operational realities, organizational priorities, and businessobjectives.

Travel and Other Requirements

• Ability to travel to operating locations, client sites, regulatory meetings, and corporate events as required.• Ability to support enterprise initiatives across multiple regions and time zones.• Valid driver’s license and ability to meet company travel requirements
