About this role

Jasara Program Management Company (Jasara PMC) is a leading Joint Venture between Public Investment Fund (PIF), Jacobs, and Saudi Aramco, established to deliver world-class program management services across the Kingdom of Saudi Arabia. Jasara plays a key role in supporting the realization of Saudi Vision 2030, particularly in delivering giga-projects and large-scale infrastructure developments.

We are seeking a Director of Waste to join JASARA PMC. The Director of Waste is responsible for providing strategic leadership, governance, asset management oversight, and operational assurance for waste management services and infrastructure. The role ensures the effective planning, collection, transportation, treatment, recovery, recycling, and disposal of municipal, commercial, industrial, and special waste streams while promoting sustainability, circular economy principles, regulatory compliance, and operational excellence.

The Director acts as the Subject Matter Expert (SME) for waste management systems, facilities, and services, ensuring assets and operations deliver safe, reliable, efficient, and environmentally responsible outcomes.

Key Responsibilities

Strategic Leadership

  • Develop and implement the organization's waste management strategy aligned with corporate and sustainability objectives.
  • Lead long-term planning for waste collection, recycling, recovery, treatment, and disposal services.
  • Drive circular economy initiatives, waste reduction programs, and resource recovery opportunities.
  • Advise executive leadership on waste infrastructure investment strategies, policies, and regulatory developments.
  • Champion innovation and adoption of smart waste management solutions.

Asset Management and Infrastructure Planning

  • Oversee lifecycle management of waste infrastructure assets including:
    • Waste transfer stations
    • Material Recovery Facilities (MRFs)
    • Recycling facilities
    • Waste treatment plants
    • Landfills
    • Waste collection assets and equipment
  • Develop Asset Management Plans (AMPs) and lifecycle investment strategies.
  • Ensure infrastructure performance supports required service levels and regulatory obligations.
  • Lead asset condition assessments and renewal planning programs.
  • Optimize whole-life asset costs and operational efficiency.

Waste Operations Management

  • Provide oversight of waste collection, transportation, processing, recycling, and disposal activities.
  • Ensure service delivery meets agreed performance standards and customer expectations.
  • Monitor operational performance and implement continuous improvement initiatives.
  • Support operational readiness and transition of new waste facilities into operation.
  • Enhance service reliability, efficiency, and resilience.

Assurance and Governance

  • Lead Stage Gate Assurance reviews for waste infrastructure and service projects.
  • Review project deliverables and provide technical recommendations for approval decisions.
  • Establish governance frameworks, standards, procedures, and performance controls.
  • Conduct operational and technical performance reviews.
  • Ensure compliance with organizational and regulatory requirements.

Environmental and Sustainability Leadership

  • Lead programs that support sustainability and environmental stewardship.
  • Maximize recycling, recovery, diversion, and landfill reduction performance.
  • Develop carbon reduction initiatives across waste operations.
  • Support ESG objectives and sustainability reporting requirements.
  • Promote waste minimization, resource efficiency, and circular economy outcomes.

Regulatory Compliance and Risk Management

  • Ensure compliance with applicable environmental legislation, permits, standards, and regulations.
  • Lead environmental risk assessments and mitigation strategies.
  • Monitor health, safety, environmental, and operational risks.
  • Develop emergency response and business continuity plans.
  • Ensure waste facilities operate within regulatory limits and permit requirements.

Stakeholder and Contract Management

  • Manage relationships with government agencies, regulators, municipalities, operators, contractors, and service providers.
  • Provide expert advice to executive committees and senior stakeholders.
  • Lead procurement and contract performance activities where applicable.
  • Support commercial negotiations and service optimization initiatives.

Performance Monitoring and Reporting

  • Establish key performance indicators (KPIs) across waste operations and infrastructure.
  • Develop performance dashboards and reporting frameworks.
  • Monitor operational efficiency, environmental performance, service levels, and financial outcomes.
  • Drive data-driven decision-making and continuous improvement initiatives.

Education

  • Bachelor's Degree in Environmental Engineering, Civil Engineering, Environmental Science, Waste Management, Sustainability, or related discipline.
  • Master's Degree in Environmental Management, Engineering, Asset Management, Business Administration, or related field preferred.

Professional Certifications (Preferred)

  • Certified Asset Management Assessor (CAMA).
  • ISO 55000 Asset Management qualifications.
  • Chartered Engineer (CEng), PE, or equivalent.
  • Certified Waste Management Professional.
  • PMP, PRINCE2, or equivalent project management certification.
  • NEBOSH, IOSH, or equivalent HSE qualifications.

Experience

  • 20+ years of experience in waste management, environmental services, utilities, municipal services, or infrastructure operations.
  • Minimum 8 years in a senior leadership role.
  • Experience managing large-scale waste collection systems, treatment facilities, recycling operations, or environmental infrastructure.
  • Demonstrated experience in asset management, operational excellence, and regulatory compliance.
  • Experience leading stage-gate assurance, operational readiness, and governance reviews.
  • Experience working within municipalities, utilities, smart cities, giga-projects, or environmental service organizations preferred.
