About this role

The Director of Regulatory Affairs supports DISA’s remediation operations by managing DISA's uranium remediation, recycling, permitting, licensing, and environmental compliance operations. inclusive of radioactive materials licenses and permitting activities across public and private lands. This role ensures compliance with federal and state regulations regarding HPSA operations, source material storage, and laboratory operations at DISA's Mills, Wyoming, Laboratory. This person will be coordinating and negotiating with the US NRC, Agreement State agencies, as well as BLM and state mining regulators. The ideal candidate has strong experience preparing, submitting, and managing radioactive materials-related licenses, is highly organized, and can manage complex, fast-moving projects in a dynamic environment. This position works closely with geologists, engineers, regulatory agencies, and consultants to advance DISA’s HPSA remediation projects. The successful candidate will thrive in a dynamic start-up environment, wearing multiple hats and contributing to many areas of business development.

Education/ Experience

  • Bachelor’s degree in Environmental Science, Geology, Engineering, Health Physics, or related field required.
  • 10 years+ experience in permitting, licensing, compliance, or project management within uranium mining/milling or related industries required.
  • Experience interpreting and applying regulations from the NRC or Agreement States, required.
  • Demonstrated experience with radioactive materials licenses, mining-permits as well as federal and state regulatory compliance programs.
  • Experience interfacing with NRC, DOE, EPA, and state regulatory agencies.
  • Experience supporting environmental assessments, corrective action programs, remediation activities, uranium-related operations, preferred.
  • Experience, education, and training should meet the requirements for a radiation safety officer found in Regulatory Guide 8.31.

Typical Job Duties and Responsibilities

  • Support development, implementation, and continuous improvement of radiation safety, environmental compliance, and occupational health and safety programs.
  • Prepare, submit, and track license applications, license amendments, and related regulatory filings and license management.
  • Proficient with radiation surveys including contamination, personnel, and equipment release surveys.
  • Coordinate with state and federal agencies to ensure timely responses, approvals, and compliance.
  • Serve as a radiation safety officer on a minimum of one DISA license.
  • Manage schedules across licensing and compliance milestones.
  • Provide clear updates to leadership regarding project status, risks, and regulatory changes.
  • Work with technical teams to validate data and ensure site characterization supports future licensing, contracting, and investment decisions.
  • Abide by all policies and procedures established by DISA.
  • Prepare and teach training internal training sessions and maintain personal safety training requirements.
  • Assist with any task required by the direct supervisor. 
  • Strong knowledge of and extensive experience with: NRC regulations, federal environmental regulations, radiation safety standards, and industrial compliance frameworks.  
  • Ability to interpret regulatory requirements and translate them into actionable licensing plans.
  • Familiar with the use of RESRAD and MILDOS.
  • Demonstrated leadership and people management skills with experience supervising, mentoring, and developing technical and compliance-focused teams.
  • Highly proficient with Microsoft Word, Excel, and PowerPoint.
  • Technically skilled and able to quickly learn new software systems.
  • Proven ability to manage complex, multi-stakeholder projects.
  • Apply strong analytical and problem-solving skills to manage multiple projects effectively.
  • Communicate clearly and professionally, both verbally and in writing, to collaborate with colleagues, stakeholders, and clients.
  • Organize and prioritize tasks to meet deadlines while managing multiple projects.
  • Collaborate effectively as part of a team, supporting shared goals and fostering positive relationships.
  • Adapt to dynamic environments and identify solutions to challenges with flexibility and problem-solving skills.

  • Ability to follow safety protocols and maintain compliance with MSHA and company safety standards.
