Procon Consulting seeks an experienced Program Manager to support the U.S. Department of the Treasury, Bureau of Engraving & Printing (BEP), Facility Project Management Office (FPMO). The Program Manager will serve as the deputy and day-to-day strategic partner to the established Program Manager, supporting program leadership for BEP capital-facilities initiatives, including planning, programming, design, procurement, construction, transition, and related facility-project activities.

The ideal candidate brings demonstrated experience supporting programming, functional planning, and project-definition efforts for large, complex new-construction manufacturing, industrial, laboratory, mission-critical, or similarly operationally intensive facilities. The candidate also has substantial experience managing the design and construction of large buildings and coordinating multidisciplinary teams throughout the project lifecycle.

Qualifications & Skills

  • Bachelor’s degree in Architecture, Engineering, Construction Management, Project Management, Business, or a closely related discipline.

  • Minimum of 8 years of progressively responsible experience managing large, complex capital projects or programs.

  • Senior leadership experience as a Deputy Program Manager, Senior Project Manager, Owner’s Representative, Construction Manager, or equivalent role.

  • Experience with programming, functional planning, needs assessments, and requirements development for complex manufacturing, industrial, production, laboratory, mission-critical, or similarly operational facilities.

  • Proven experience managing large-scale new construction involving complex MEP systems, specialized equipment, site infrastructure, security/access controls, high-reliability operations, and phased occupancy.

  • Ability to lead multiple interdependent workstreams and multidisciplinary teams within established program governance and delegated authority structures.

  • Comprehensive knowledge of preconstruction, design management, procurement, construction methods, cost management, scheduling, QA/QC, change management, commissioning, and closeout.

  • Excellent written and verbal communication skills, including executive briefings, reports, decision memoranda, meeting documentation, and stakeholder communications.

  • Experience developing and monitoring budgets, estimates, forecasts, cost variances, and financial reports; federal cost-estimating experience preferred.

  • Professional credentials such as PMP, CCM, PE, RA, DBIA, LEED AP, or comparable certifications preferred.

  • Federal, public-sector, institutional, industrial, manufacturing, or other highly regulated facility experience strongly preferred.

Responsibilities & Duties

  • Serve as the Program Manager’s principal deputy, providing day-to-day leadership for assigned capital projects and program workstreams from planning through construction, commissioning, occupancy, and closeout.

  • Manage project scope, schedule, budget, risk, quality, stakeholder coordination, and overall delivery within delegated authority.

  • Represent the Program Manager in meetings, reviews, and coordination with BEP, federal partners, consultants, contractors, and other stakeholders as assigned.

  • Lead program workstreams involving requirements development, functional programming, project planning, design coordination, construction oversight, risk management, and transition planning.

  • Coordinate requirements for complex manufacturing and secure-production facilities, including workflows, utilities, equipment, security, logistics, adjacencies, and phasing.

  • Develop and maintain program management tools, including execution plans, integrated schedules, cost controls, risk registers, decision logs, action trackers, requirements-traceability tools, and reporting processes.

  • Coordinate multidisciplinary planning, design, procurement, construction, commissioning, and turnover activities across architectural, civil, structural, MEP, fire protection, utilities, security, technology, specialty systems, and FF&E disciplines.

  • Review design and construction deliverables, including drawings, estimates, schedules, constructability analyses, logistics and phasing plans, value-engineering proposals, submittals, shop drawings, and change documentation.

  • Lead executive briefings, design reviews, construction progress meetings, risk workshops, cost and schedule reviews, and stakeholder coordination sessions.

  • Monitor project performance against established scope, cost, schedule, quality, and risk objectives and develop mitigation strategies for emerging issues.

  • Oversee program-level estimating, budgeting, forecasting, funding tracking, progress measurement, and variance analysis.

  • Analyze integrated schedules using Microsoft Project, Primavera P6, or similar tools, including critical paths, milestones, long-lead procurement, permitting constraints, and recovery plans.

  • Support QA/QC through technical reviews, field observations, inspections, testing, commissioning, punch-list activities, and final closeout.

  • Prepare and quality-control executive dashboards, status reports, financial and schedule reports, risk summaries, decision papers, meeting records, presentations, and stakeholder communications.

  • Develop and implement program governance and standard operating procedures for document control, requirements management, design approvals, change control, project records, construction logistics, and closeout.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

  • Walking and standing for extended periods while performing site observations and inspections.

  • Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.

  • Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.

  • Accessing mechanical, electrical, utility, process, and other construction areas as required.

  • Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.

  • Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.

  • Occasionally lifting and carrying up to 25 pounds.
