Role

We’re seeking a Director and Compliance Officer with 5+ years of experience to lead the incorporation and compliance build-out of Taptap Send Financial Services Argentina S.A., our international money transfer platform’s new Argentine entity, which will register as a Proveedor de Servicios de Activos Virtuales (PSAV) with Argentina’s Comisión Nacional de Valores (CNV) and as an obligated entity before the Unidad de Información Financiera (UIF).

The entity is pre-incorporation, so this role will help stand up the local legal entity, its board, and its compliance function from scratch, supported by our global team. Under UIF practice, the Oficial de Cumplimiento of an obligated entity must hold rango de director within the company’s governing body, and CNV Resolución General N° 1058/2025 separately requires every PSAV to designate a Responsable de Cumplimiento Regulatorio y Control Interno. This role is intended to cover both mandates once the entity and its board are established.

The role is based in Argentina, so you must either be currently based there, or willing to relocate.

Responsibilities

  • Support the incorporation of Taptap Send Financial Services Argentina S.A., including preparation and review of application materials, liaison with regulators, and coordination with external counsel and advisors.

  • Lead the entity’s registration as a PSAV with the CNV (under Resolución General N° 994/2024, the Registro de PSAV, and the substantive requirements of RG 1058/2025) and as an obligated entity before the UIF.

  • Once designated, serve as the Oficial de Cumplimiento (Titular) before the UIF and as the Responsable de Cumplimiento Regulatorio y Control Interno required under CNV RG 1058/2025, holding director-level rank on the board and acting as the primary point of contact for both regulators.

  • Build out local compliance operations from the ground up, establishing an effective compliance framework aligned with Taptap Send Group’s standards, Ley N° 27.739 (which incorporated PSAVs as obligated entities under Ley N° 25.246), and UIF Resolución N° 49/2024, the PSAV-specific AML/CFT/financing-of-proliferation risk framework.

  • Ensure compliance with all applicable Argentine laws and regulations, including Ley N° 25.246 (as amended by Ley N° 27.739), UIF Resolución N° 49/2024, and CNV Resoluciones Generales N° 994/2024 and N° 1058/2025 (client-asset custody and segregation, and cybersecurity).

  • Manage and coordinate regulatory reporting to the UIF and CNV once operational, including Reportes de Operaciones Sospechosas (ROS), the technical self-assessment report, independent external audit report, and systematic annual report required under UIF Resolución N° 49/2024, and the compliance report due to the CNV within 70 days of each calendar year-end under RG 1058/2025.

  • Develop policies and procedures from scratch — including the Manual de Prevención de Lavado de Activos y Financiamiento del Terrorismo (LA/FT/FP), client-asset custody and segregation policies, and cybersecurity risk procedures — tailored to Argentina’s PSAV regime, ahead of launch.

  • Conduct compliance testing and monitoring once live, ensuring prompt remediation of identified issues.

  • Prepare internal compliance reports for management and the board.

  • Report suspicious transactions and typologies to the UIF, in accordance with legal requirements.

  • Oversee CDD/KYC/EDD on new customers, partners, and products, including PEP/sanctions screening and virtual-asset-specific red flags (e.g. wallet clustering, mixer or high-risk exchange exposure).

  • Collaborate with Group Compliance and internal audit teams to strengthen controls and ensure consistency with global standards.

Requirements

  • Strong understanding of Argentina’s virtual asset regulatory framework, including Ley N° 27.739, UIF Resolución N° 49/2024, and CNV Resoluciones Generales N° 994/2024 and N° 1058/2025.

  • 5+ years of experience in compliance within a fintech, virtual asset service provider (VASP), remittance company, or other CNV/UIF-regulated entity, ideally with prior experience serving as a registered Oficial de Cumplimiento or CNV-designated Responsable de Cumplimiento.

  • Experience managing regulatory engagements, ideally leading entity incorporation or licensing/registration projects with the UIF and/or CNV.

  • Knowledge of virtual asset and blockchain risk typologies (wallet screening, Travel Rule compliance, mixer/privacy-coin exposure) and cross-border payments.

  • Experience with compliance technology tools (e.g. on-chain analytics, transaction monitoring, sanctions screening, KYC platforms).

  • A proactive, solution-oriented mindset and the ability to build processes from scratch.

  • Excellent communication skills and stakeholder management experience, including experience presenting to a Board of Directors.

  • ACAMS, ICA, or equivalent qualification preferred; cryptocurrency-focused certifications (e.g. CAMS with a crypto specialization) a plus.
