Call for Expression of Interest (EOI) - Preparation of Project Completion Report

The International Institute for Tropical Agriculture (IITA) has received financing from the African Development Bank toward the cost of Technologies for African Agricultural Transformation (TAAT) Phase II and intends to apply part of the agreed amount of this grant to facilitate payment for a contract for preparation of Project Completion Report by an individual consultant who will be based in Ibadan, Nigeria, with substantial travel to several countries within TAAT countries.

The selected consultant is expected to assess: (i) the degree to which the project achieved its development objectives and delivered outputs as set out in the project appraisal report (PAR); (ii)  the prospects for project sustainability; and (iii) the Bank and EA performance including compliance with relevant safeguards and cross-cutting polices. In particular, the consultant will certify that the program has been physically completed in all locations/ countries; give comprehensive account on all aspects of the program at completion including determination of any important outstanding remedial actions to be taken or followed up by the EA or the Bank; assess the results of the program and the efficiency and effectiveness of the means employed to achieve them; reassess the program’s expected contribution to development and sustainability-

Since project sustainability is central, the assessment must include gender integration — examining whether communities were positively impacted, women’s participation increased, and gender‑targeted interventions contributed to lasting development outcomes and lessons for future operations; identify operational lessons relevant or likely to be relevant for ongoing or future operations of the EA or the Bank; assess the level of drawdown of ADF Funds in relation to project achievements; assess the level of counterpart funding of the project by stakeholders; assess the capacity of the IAs, their financial management systems, and the availability of relevant and adequate qualified personnel to undertake financial management functions; assess the performance of project financial disbursement and financial management and analyze constraints and challenges and suggest any relevant recommendations. Candidates should have a Master’s or higher degree in Agriculture, Agricultural Economics, Project Management, Development Finance, Development Economics or related discipline, and at least 10 years’ proven experience in Project Preparation Management, Project/Program Evaluation including Mid-term review (MTR), Project Completion Report (PCR), and development of Implementation Project Report (IPR). Direct field experience in consulting for African Development Bank Assisted Projects, World Bank (or a closely related International Donor Agency) would be considered an advantage. He /she shall not be directly involved in the design, or in the actual implementation of the program. 

• Proven expertise in carrying out project evaluations and/or project completion report in a leading position 

• Proven expertise in Project formulation and R&D; demonstrated in-depth technical knowledge and proven analytical skills on issues related to agriculture value chain, and/or food security 

• Substantial experience in designing and using project management tools (required) 

• Proven experience in participatory assessment, economic analysis and problem solving 

• Good knowledge of the principles and working latest methods of Monitoring and Evaluation, Project Cycle Management (PCM), Project Completion Report (PCR), Implementation Project Report (IPR) and African Development Bank delivery methods 

• Good knowledge of Financial and Fiduciary Management business cycles of the African Development Bank 

• Good contextual knowledge of emerging global research issues in developing countries (will be an asset) 

• Fluency in English and a good working knowledge of French 

Duration and Location of the Assignment

The consultancy is expected to last for a period of twenty-three weeks. The assignment will be based in Ibadan, Nigeria.
