JOB SUMMARY

Under general supervision, this position develops, coordinates, and executes strategic programs and marketing campaigns designed to maximize the participation of Small Business Enterprises (SBE) and Veteran-Owned Businesses in public procurement and economic development opportunities. In alignment with updated state and local legal frameworks, this role acts as the primary liaison between the City, local chambers of commerce, small/veteran-owned business communities, and regional partners. The position oversees small business certification guidance, financial literacy workshops, mentor-protégé initiatives, and Texas Historically Underutilized Business (HUB) program coordination to foster business growth and compliance.

ESSENTIAL JOB FUNCTIONS:

  • Design and execute proactive outreach strategies, marketing campaigns, and networking events in collaboration with local Chambers of Commerce, regional business alliances, and economic development corporations to engage SBE and Veteran-owned firms.

  • Serve as the primary agency speaker and presenter at public forums, trade shows, business expos, and inter-governmental panels to promote small business opportunities with the City.

  • Maintain deep operational knowledge of Texas HUB, SBE, and Veteran-owned business certification standards.

  • Guide local vendors through certification processes and ensure City procurement practices comply with applicable state legislation and municipal codes.

  • Plan, organize, and facilitate financial literacy workshops, access-to-capital seminars including but not limited to:

    • Technical training sessions to build capacity for small and veteran-owned vendors seeking public contracts.

  • Monitor, track, and analyze city-wide solicitation, contract award, and spending related to SBE and Veteran-owned businesses including but not limited to:

    • Compile detailed reporting for leadership and legislative reviews.

  • Structure, launch, and manage the City’s Mentor-Protégé Program including but not limited to:

    • Pairing established prime contractors with emerging SBE and Veteran-owned businesses to enhance technical capacity and bidding competitiveness.

  • Travel Requirements: this role requires up to 15% travel, primarily for domestic business needs including but not limited to:

    • Typical travel includes regional trade shows, client or partner site visits, and team meetings within the DFW area.

    • Limited out‑of‑state travel may be required based on annual departmental budget, generally 1–2 trips per year.

OTHER JOB FUNCTIONS:

  • Educate and train internal city departments on locating, engaging, and utilizing certified SBE and Veteran vendors for small-dollar and discretionary purchases.

  • Draft, update, and maintain standard operating procedures and municipal policy documents relevant to small business inclusion.

  • Administrative tasks and basic office functions related to job performance; include attending professional meetings, legislative updates; and other duties as required.

  • Execute other duties as required to meet emerging departmental and organizational needs.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of TX Local Government Code, Texas HUB regulations, and statutory procurement standards relevant to small and veteran-owned business initiatives.

  • Knowledge of basic principles, practices and procedures of public contract administration and biding laws.

  • Knowledge of Small Business Administration (SBA) programs, Small Business Enterprise (SBE) certification programs, Historically Underutilized Business (HUB), and other public funding sources.

  • Knowledge of office and administrative practices and procedures. 

  • Skills in delivering dynamic public presentations, conducting formal workshops, and creating targeted multi-channel outreach campaigns.

  • Skilled in building and sustaining high-trust relationships with external organizations, including Chambers of Commerce, trade associations, and regional outreach partners.

  • Skill in using PC Software including current Microsoft Office Suite of applications (Excel, Word, PowerPoint, Publisher) and modern vendor/contract tracking software (e.g., B2Gnow, Bonfire, or similar ERP databases). 

  • Skill in creating and maintaining policy related to small/local businesses.

  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means. 

  • Skill with organization and attention to detail. 

  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies. 

  • Ability to work independently under general instructions. 

  • Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing. 

  • Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier. 

  • Ability to prioritize deadlines and tasks. 

  • Ability to learn new systems and procedures quickly. 

  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.

  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.

  • Ability to work within a set schedule.

Qualifying Education and Experience:

  • Bachelor’s degree in Business Administration, Public Administration, Finance, Economic Development, or a closely related field.

  • Three (3) years of professional experience managing small business programs, veteran outreach initiatives, economic development projects, community engagement, or public sector procurement.

  • Or equivalent combination of education and experience to substitute for both the education and the experience requirements.

PREFERRED QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Direct experience developing or administering formal Mentor-Protégé programs in a public sector or corporate environment.

  • Established professional networks within Texas regional Chambers of Commerce (e.g., Regional Veterans Chambers, Local/Regional Small Business Alliances).

  • Hands-on familiarity with state HUB certification processes and regional vendor certification portals.
