The company Our client is a Singapore-based mechanical and electrical (M&E) engineering and construction company, part of a leading international group. It delivers M&E engineering, construction and services for industrial, commercial and infrastructure clients. The company operates within the decentralised model of its group, combining local market knowledge with the resources of an international organisation. It is growing quickly and is diversifying its client base and project portfolio beyond its core sectors. The role The Business Development Manager identifies, develops and secures new business across the full range of the company's M&E services and construction capabilities. The role is a shared resource for all business units and covers several sectors, including semiconductor, Data Centres, industrial facilities, commercial developments and other M&E construction projects. We are looking for a hunter: a person who goes to the market, builds relationships early with decision-makers and turns leads into qualified opportunities, in both greenfield and brownfield projects. Key responsibilities Business development and market expansion Identify and develop new M&E services and construction opportunities across multiple industries and market sectors. Support the company's diversification into new clients, sectors and project types. Develop opportunities in semiconductor, Data Centres, industrial facilities, commercial buildings and other technically complex M&E environments. Identify greenfield developments as well as brownfield upgrading, expansion, retrofit and improvement projects. Monitor market developments, client investment plans, upcoming projects and competitor activities. Develop sector and client account plans aligned with the company's priorities and capabilities. Client and stakeholder development Build and maintain relationships with developers, end users, consultants, main contractors, project managers and strategic partners. Establish early engagement with key decision-makers and project stakeholders. Understand clients' business needs, technical requirements, procurement processes and project timelines. Position the company's engineering, construction and service capabilities according to the needs of each client and sector. Maintain client relationships through the opportunity, tender and post-award stages to support repeat business. Coordination across business units Act as a shared business development resource for all business units. Work with Business Unit General Managers and operational leaders to match each opportunity with the right capabilities, resources and business unit. Facilitate collaboration between business units when an opportunity requires several areas of expertise. Keep visibility of opportunities across the company to avoid duplicated efforts. Ensure clear ownership and internal alignment before significant tendering resources are committed. Opportunity qualification and pipeline management Develop and maintain an accurate pipeline covering all targeted sectors. Assess opportunities on strategic fit, client credibility, project scope, technical capability, resource availability, commercial potential and delivery risk. Coordinate internal go or no-go reviews with management and operational teams. Report regularly on opportunity status, client engagement, tender timelines, forecast value and next actions. Track outcomes to improve future business development strategies. Tenders and proposals Coordinate pre-qualification submissions, proposals, tenders, capability presentations and client briefings. Work with estimating, engineering, procurement, commercial and project teams to develop competitive solutions. Ensure proposals clearly present the company's technical capabilities, delivery approach and value proposition. Coordinate tender clarifications, client presentations and follow-up discussions. Support commercial negotiations with the business, commercial and management teams. Ensure a structured handover to the business unit and project team after an award. Market intelligence and strategy Conduct market research on growth sectors, client investment trends and emerging M&E requirements. Provide management with market intelligence and recommendations on sectors and accounts to pursue. Identify capability gaps, partnerships or new service offerings needed to enter targeted markets. Contribute to the company's business development strategy and its implementation. Work with other entities of the group where combined capabilities strengthen the company's position. Compliance and business conduct Conduct all activities in line with company and group policies, ethics and compliance standards. Follow internal approval requirements for tenders, commercial commitments, partnerships and contractual discussions. Manage client entertainment, intermediaries, conflicts of interest and commercially sensitive information appropriately. Keep accurate and transparent business development records and stay within authorised limits. Profile Bachelor's degree in Engineering, Construction Management or a related discipline. At least 10 years of experience in business development, sales, tendering, key account management or commercial roles in the M&E, engineering or construction industry. A hunter profile, with a track record of opening new clients and converting leads into qualified opportunities. Exposure to M&E construction projects in more than one sector. Experience in semiconductor, critical infrastructure (including Data Centres) or new building projects (for example healthcare) is preferred. Practical understanding of greenfield and brownfield M&E projects, and of the project lifecycle from early client engagement to award and handover. An established network in Singapore among developers, end users, consultants and main contractors, and good knowledge of the local M&E contractor landscape. Ability to understand technical requirements and to work with engineering, estimating, commercial and project teams. Good commercial awareness, including project risks, contractual considerations and competitive positioning. Strong communication, presentation, negotiation and stakeholder management skills. Able to work across several business units without creating conflicting priorities or unclear ownership.
